Status of Service Delivery Community Initiatives
Over the past few months, we have highlighted the accomplishments of the Service Delivery Community, evaluated various follow-up options and taken steps to find an SDC champion at the DM level. Here is an update on the initiatives in progress.
Competency Profiles and Recruitment Tools
The evaluation of the measurement tools for recruiting service officers for the two Social Development Canada call centres in Vancouver was completed in April. The Social Development Canada call centre in Toronto also used the tools for external recruitment in July 2004. We have completed a study of front-line recruitment needs in order to identify target regions for the promotion of recruitment tools. Four regions were chosen: Ontario, Alberta, Quebec and Vancouver. The training content for assessors, a candidate information session and a dashboard are available. We are assisting an SDC call centre in Vancouver and have offered our services to the other regions.
Continuous learning
The Service Delivery Community Learning Web Tool is an electronic tool designed to enable employees to define their learning needs and to provide access to available learning products, thus making it possible to create individual or team development plans. Three focus groups took part in validating the tool: a group on Prince Edward Island, a group in Quebec and a group of experts in the NCR. Several changes were made to the tool, and we are now ready to test it. The first pilot project will take place in St-Jérôme in February. We are working with the Canada School of Public Service to identify regional educational institutions interested in using our Learning Web Tool to promote the training they offer. The tool will be available on our Web site shortly.
Body of knowledge
The follow-up to the activities associated with the body of knowledge is being carried out with the co-ordinators for the regions concerned, namely, Quebec’s service delivery committee and the Pacific Federal Council. An evaluation questionnaire was sent to the two communities of practice, and the analysis is under way.
Recognition program
The Champions’ Committee adopted the proposal to develop an official recognition program for the members of the SDC. The Manitoba Federal Regional Council considered incorporating the SDC into an existing recognition program. This option was rejected because the regional interdepartmental program did not appeal to enough candidates, mainly because of the popularity of the numerous departmental recognition programs.
Human resources management framework
This initiative involves the development of a human resources management framework that will help SDC managers at the planning stage. We have adopted the generic framework created on the basis of the experience of the IT Community, adapting it to reflect the reality of the SDC. Discussions are under way for a combined effort by the three communities (IT, IM and SD). The consultant’s report is complete and will be available on our Web site shortly. An action plan is being prepared.
Work Description Repository
This electronic tool will provide a larger selection of service delivery work descriptions. It will encourage standardized work descriptions, which will facilitates recruitment, transfers and assignments within headquarters, regions and across departments. We target to have this tool completed by the end of March. Ten departments were invited to send us work descriptions however we have not yet received any. A reminder will be sent on February 1, 2005.
