Overview Of Responses To Regulatory Proposal For Reducing Fire Risks From Cigarettes (December 2002)

1.0 Introduction

On December 2, 2002, Health Canada released a consultation paper on strategies for reducing the fire risks from cigarettes. The consultation paper sought stakeholder input on a proposed regulatory initiative for reducing the ignition propensity (RIP) of cigarettes. In particular, Section 5 of the paper posed the following three questions to stakeholders:

Question 5.1 - How can we be sure RIP cigarettes are not more toxic than current cigarettes?

Question 5.2 - How can we be sure our efforts will not cause a false sense of security among smokers?

Question 5.3 - What about other tobacco products such as tobacco sticks, fine-cut tobacco (roll-your-own) or kreteks?

Forty-five responses were received from a variety of stakeholders including fire-fighters and other public safety officials, tobacco manufacturers, retailers and representatives of non-governmental organisations. The current report provides an overview and analysis of these responses.
