This position was unanimously adopted by NACA members at the 50th Council Meeting, May 21-22, 1997 National Advisory Council on Aging In this report, NACA identifies what mix of public and private financing, allocation and delivery should be maintained in the Canadian health care system to continue to offer universal access to quality care for Canada's seniors. The report draws on several sources of information: the work of the National Forum on Health, literature reviews and informal consultations with seniors conducted by members of NACA on health care financing and on expectations regarding health care services. Although most recommendations are directed to provincial and territorial governments, who have the primary responsibility in health care administration and delivery, NACA has formulated recommendations that should be considered in the process of reforming and renewing the health system.
