What is the National Framework on Aging?
The NFA is a conceptual tool useful in guiding current and future policy
and program development. Designed to address the priorities of seniors
and to assist policy makers in reviewing proposed policy changes, the
NFA reflects the changing demographic reality of a maturing Canadian society.
The key elements of the NFA include a vision statement and set of five
principles. The vision is "Canada, a society for all ages, promotes the
well-being and contributions of older people in all aspects of life".
The five principles are and they guide the actions by which the vision
can be achieved.
The NFA also has two important tools that support policy and program development
activities. These are:
- Principles of the National Framework on
Aging: A Policy Guide and
- NFA - Seniors Policies
and Programs Database.
Why Develop a National Framework
on Aging?
Increasingly, decision-makers are asking for an appropriate frame of
reference to deal with the pressures and challenges of an aging Canadian
society.
At their November 1994 meeting, Federal, Provincial and Territorial Ministers
Responsible for Seniors indicated that a national framework would help
ensure a common approach for monitoring and reviewing changes to seniors
programs and services across jurisdictions, and assist in examining the
cumulative effects of policy changes on Canadian seniors.

The NFA is an example of a successful initiative undertaken by the Federal/Provincial/Territorial
Ministers Responsible for Seniors to assist them in responding to the
aging of the Canadian population.
