Bill C-71 passes

OTTAWA - Health Minister David Dingwall today welcomed the Senate's approval of Bill C-71, the Tobacco Act, noting that this is an important step forward in the interest of public health. The Act is a key component of the government's comprehensive tobacco control strategy, which also includes tax measures and anti-smuggling, enforcement and education initiatives.

"This Bill is clear evidence of the priority the government places on the health of Canadians, particularly young people," he said. "Tobacco use is one of Canada's most pressing public health problems and this legislation is a balanced and reasonable means of responding to that issue. I appreciate the attention and support that the Senate has given to the Bill."

Bill C-71 will take effect when it receives Royal Assent. It will:
  • further limit youth access to tobacco products;
  • restrict the promotion of tobacco products;
  • increase health information on tobacco packages; and
  • establish the authority to regulate tobacco products.

Minister Dingwall emphasized that Health Canada will consult with affected parties, including industry, retailers, health organizations and arts and sports groups, as it develops new regulations. "This will be an open and transparent process," he affirmed. "We will ensure that everyone who wants to do so has ample opportunity to express their views. We will also work with affected groups to encourage voluntary compliance. Our goal is to protect the health of Canadians, not to create undue hardship for those affected by the Bill."

The Minister reiterated his commitment to work closely with Canadian youth to develop effective programs and resources to help prevent young people from smoking. On November 28, 1996, the government announced $50 million funding over five years for tobacco enforcement and health education programs.

Minister Dingwall noted that seeing the Bill through Parliament had been a challenging process and expressed appreciation for the support he has received throughout Canada.
