Bureau to manage smooth transition to the new blood system

To expedite establishment of the new Canadian blood services and the new blood system, and to ensure that transition occurs as smoothly, safely and efficiently as possible, participating Federal, Provincial and Territorial Health Ministers have set up an interim Transition Bureau.

The Bureau will manage all aspects of transition and the steps required to set up the national blood services, such as recruiting directors and senior executives.

The Bureau will be made up of 11 members, including three from each of Western Canada, Ontario, and Atlantic Canada, one federal government member and one consumer member.

The consumer representative will not participate in any activity related to negotiations with the Red Cross.

Bernard J. Doyle has been appointed Director of Transition, the senior executive officer reporting to the Transition Bureau.

Mr. Doyle has had extensive experience as a senior government official serving in Ontario, Alberta, and the Northwest Territories, and as CEO of a Crown agency in British Columbia. Since January 1996, he has been the CEO of the Canadian Blood Agency (CBA). Upon assuming the duties of Director, Transition, Mr. Doyle will leave his position with the CBA.

If Quebec decides to join the national blood authority as a member, it will be offered three seats on the Transition Bureau.

Throughout the period of transition, and until the permanent board assumes its mandate, the Red Cross will continue to operate the blood supply system, and be responsible for collecting blood from donors.

Health Ministers have set a target for the new Canadian blood services to be operational no later than September 1998.
