D. Federal Judicial Building (FJB)

Project Name : Pierre Elliott Trudeau Judicial Building (PETJB) Project

Project Phase :

  • Plans and Specifications completed.
  • EPA being sought in late April / early May 2005.
  • Intend calling tenders for construction within one month after EPA.

1. Overview

The Pierre Elliott Trudeau Judicial Building will be built on the northeast corner of Wellington and Lyon Streets, Ottawa. The building will provide approximately 24,000 square metres useable (m 2 U) to accommodate all of the Ottawa operations of the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court of Canada, the Tax Court of Canada and the Courts Administration Service , and to provide 350 underground parking spaces, 193 of which are for parliamentarians and their staff ( as envisaged in the Parliamentary Precinct Long Term Vision and Plan (LTVP)), at a total cost not to exceed $163.5M (including $2.13M from the FHiO initiative and $11.9M for the parking for parliamentarians), all figures excluding GST.

5. Expenditure Variance – Planned to Actual:

Expenditure in FY 04/05 was planned to be $16.0M. However, due to the government review of capital expenditure announced in December 2003, it was not possible to proceed with tenders for construction. As a result, $12.8M of this planned spending was deferred.

This project is funded from two sources. An amount of $151.6M has been identified for construction of the building (including $2.1M from FHiO), and a further $11.9M has been identified for construction of parking for parliamentarians, to be funded out of the Parliamentary Precinct Long Term Vision and Plan.

6. Industrial Benefits

A multi-million dollar general contract will be awarded for building construction, information technology systems, multimedia systems, furniture and other equipment. The number of available jobs will be determined after the award of the general construction contract.
