Parliamentary Secretary's Task Force, Government-Wide Review of Procurement
Initiative Profile

On December 12, 2003 the Prime Minister appointed the Honourable
Walter Lastewka as Parliamentary Secretary to the Minister of PWGSC
with special emphasis for Procurement Review. The purpose of this
review is to make recommendations to the government on how best
to carry out procurement government-wide. The Review is being carried
out by the Parliamentary Secretary's Task Force, Government-Wide
Review of Procurement. This Task Force is composed of staff from
PWGSC, National Defence, Treasury Board Secretariat, and Justice:
operating funds are provided by PWGSC. The final Report and Recommendations
are to be brought forward in December 2004.

Roles, Responsibilities and Governance Structures
|
The Task Force is seeking information from all stakeholders of
federal procurement, including all those listed above. Initially,
efforts are focusing on obtaining information - about private sector
procurement, other jurisdiction procurement, academic research and
finding, what stakeholders consider good and bad about federal procurement
and about where they see improvements being possible. Subsequently,
the Task Force will be consulting with those stakeholders - seeking
their reactions and contributions to options for action put forward
by the Task Force. All of this information and consultation results
will be assembled, analysed, and developed into the Parliamentary
Secretary's Report and Recommendations.

Shared Outcome(s)
|
The Review will result in recommendations to the government, as
to how procurement should best be managed and carried out in and
for the 98 departments and agencies of the federal government (at
this time, excluding Crown Corporations.) Recommendations are expected
to deal with such important issues as: potential benefits of managing
procurement on a government-wide basis (e.g. potential improvements
in program delivery to Canadians); potential for savings in prices
paid by the government; potential for savings in the costs to government
of managing and operating its procurement function; ways to achieve
more rapid and easier procurement and acquisitions; and approaches
to ensure improved (faster, simpler, less costly) access to government
opportunities for the private sector.The measure of results will
be the extent to which the government accepts and implements those
recommendations.
