Canadian Participation at the XV International AIDS Conference

Bangkok, Thailand, July 11-16, 2004

Prepared by the International Affairs Directorate, Health Canada

The purpose of this calendar is to provide information on the participation of Canadian individuals and organizations in the XV International AIDS Conference and its satellite events. The calendar has been compiled based on information submitted by Canadians across the country who responded to a call letter which was widely distributed. While we have tried our best to make this publication as inclusive as possible, we apologize for any omissions.

In terms of layout, the calendar begins with a list of Canadian organizations that have exhibits displayed at the Conference. The next sections in the Calendar are organized by day. For each day, information has been provided on oral presentations, skills building workshops and satellite meetings organized in whole or in part by Canadians. The Annex lists Canadian poster presentations and poster displays.


EXHIBITS

This year, in light of Canada's role as the upcoming 2006 conference host, the Canada Booth is a joint venture between the Government of Canada, the Government of Ontario, City of Toronto, Toronto Tourism and partners in the Canadian Strategy for HIV/AIDS. The Canadian HIV/AIDS Clearinghouse (Canadian Public Health Association) has developed and produced the Canada Booth on behalf of this collaborative group. The result is an informative exhibit which creatively portrays how "Canadians take action on HIV/AIDS at home and around the world" and also entices conference participants to think ahead to AIDS 2006 in Toronto!

SATELLITE MEETINGS

Human Rights at the Margins: HIV/AIDS, Prisoners, Drug Users and the Law
Co-Organized by the Canadian HIV/AIDS Legal Network and the Lawyers Collective HIV/AIDS Unit (India), International Harm Reduction Development, the Thai Drug Users Network. Co-hosted by the Joint United Nations Programme on HIV/AIDS (UNAIDS)

DESCRIPTION: The conference will give participants from both developing and developed countries a chance to discuss two critical and concrete issues in substantial depth. The focus will be on legal, ethical and human rights issues arising in the context of HIV/AIDS in prisons - ranging from prevention to treatment and care of prisoners living with HIV/AIDS. It will also address legal, ethical and human rights issues relating to injecting drug use - inside and outside of prison. It will examine prevention and treatment strategies that work, and legal and policy obstacles to their wider implementation.

Acting on Rights: Women, HIV/AIDS and the Barcelona Bill of Right Co-organized by Health Canada International Affairs Directorate, Women's Health Bureau, Canadian Centres of Excellence for Women's Health, Women's Health Research Unit of the University of Ottawa, International Partnership for Microbicides

DESCRIPTION: This session uses the Barcelona Bill of Rights as a framework for moving from rights to action. International panelists will present approaches to realizing some of the rights that are at the heart of empowering women in the fight against HIV/AIDS. These will include recommendations for legislative action on HIV/AIDS-related human rights abuses against women and girls; the application of gender-based analysis tools to the HIV/AIDS response; the promise of microbicides: ethical and gender considerations. The Session will contribute to the advancement of the Barcelona Bill of Rights and other international action and will help to identify priorities for action between now and the 2006 International AIDS Conference in Toronto. Dr. Nafis Sadik, Special Envoy of the United Nations Secretary-General for HIV/AIDS in Asia and the Pacific, will chair the session.

Questioning the Community Sector: Are We Making a Difference?
Co-organized by International Council on AIDS Service Organizations (ICASO) and International HIV/AIDS Alliance

DESCRIPTION: Four panelists, all veterans and activists from the community-led movement to fight AIDS, will examine the sector's effectiveness and influence as the epidemic continues to evolve. Panelists will engage in a discussion of a number of questions around how the community sector faces the new epidemics of the 21 st century. What are we doing wrong? What do we need to do to address next challenges? What are we doing right? Are we changing with the epidemic or are we stuck in stasis? How can we evolve to better address the epidemic? How can we broaden our scope and our reach?

Selection and use of Cd4 T-cell enumeration technology: A joint effort between WHO and the National HIV Immunology Laboratory (CIDPC)

DESCRIPTION: Scaling up for HIV anti-retroviral (ARV) therapy requires appropriate laboratory support to monitor the efficacy of treatment including the enumeration of CD4 T-lymphocytes (CD4 counts) in peripheral blood. The Global Fund: How Can CCMs Be More Effective?

DESCRIPTION: Just over two years old, the Global Fund as emerged as a prominent funding mechanism for AIDS. The community sector has been instrumental in its establishment, operations and governance. This satellite will bring together leaders of the community sector's involvement in the fund, to discuss how to make the CCM's more effective. Issues of representation, accountability, management, and disbursements will be covered through the lens of expanding and enhancing the community sector's participation in all the Fund's processes.

The evening will be hosted by the Government of Canada in partnership with the Government of Ontario and the City of Toronto.

Reception guests will have the opportunity to meet colleagues from the Canadian Embassy in Bangkok, representatives from international agencies, and fellow Canadian conference participants. ICASO will present the results of its most recent community-based research project, and suggest further steps for more effective civil society participation.
