Housing Programs

The department’s current housing mandate is “to assist residents who have limited incomes in their efforts to obtain adequate, suitable and affordable accommodations, while undertaking social development and promoting economic self-reliance.” In response to this mandate a number of programs are delivered and administered by Family and Community Services (FCS) to address the housing need of low income households.

Rental Assistance

Rental assistance provides both funding to increase the supply of affordable rental housing units and rental subsidies in order to make units affordable to low income households. Rental subsidies are provided to those living in the publicly owned portfolio, to private entrepreneurs, non-profit groups or housing co-operatives (Rent Supplements) or, by subsidizing operating loss or interest on mortgages for community based non-profit/co-op groups.

Rental Housing Assistance Programs

Assistance is also provided to low income households occupying existing substandard self-contained rental units or bed units by providing assistance to the owner to repair the dwelling to a minimum level of health and safety (including sponsors of existing emergency shelters for victims of family violence). Financial assistance is also available to convert non-residential properties into affordable rental housing units.

Homeowner Assistance

Homeowner assistance provides assistance to low income households occupying existing substandard housing requiring major repair(s) or lacking basic facilities. This includes modifications for disabled persons to improve the accessibility of the dwelling, minor adaptations for seniors in order to facilitate independent living and modifications to accommodate an aging parent.

Assistance is also available to modest income households to buy or build a modest first home or to complete their partially finished homes.
