Mr. David Kelly joins Health Canada as Senior Advisor

OTTAWA - Health Canada announced today that Mr. David Kelly, currently Deputy Minister, Ministry of Small Business, Tourism and Culture, Government of British Columbia, will be joining Health Canada for two years under the Government of Canada Executive Interchange Program as Senior Advisor to the Deputy Minister, effective January 4, 2000.

Mr. Kelly will have a broad mandate to advise the Minister, Deputy Minister and the Department on a wide range of health care issues, and will chair the departmental committee on health care renewal. He will also take part in the policy development work of the department and participate in senior level committees.

"I am pleased to have a person of Mr. Kelly's ability and stature join Health Canada," said Mr. Dodge. "His many years of experience as a senior health official in several provinces will greatly enhance Health Canada's policy capacity and our ability to work with provincial ministries to find solutions to the challenges facing the Canadian health care system."

Mr. Kelly graduated in 1981 from the Kennedy School of Government, Harvard University with a Master of Public Administration. He previously earned a Master of Arts degree in Political Economy in 1970 from the University of Toronto and a Bachelor of Arts degree in Mathematics and Economics from the University of Waterloo in 1967.

Mr. Kelly has been involved in public health in Canada for close to 20 years. Prior to his current position as Deputy Minister, Ministry of Small Business, Tourism and Culture, Mr. Kelly was the Deputy Minister, Ministry of Health, British Columbia.

Mr. Kelly has held a variety of senior level positions in government including Chair, Medical Services Division and Assistant Deputy Minister, Medical Services Plan both with the Ministry of Health in British Columbia. He has also held the position of Assistant Deputy Minister, Health Care Insurance Plan with the Alberta Department of Health and Assistant Deputy Minister, Policy Development and Service Design Division, Alberta Social Services. From 1973 to 1982, Mr. Kelly held various senior positions with the Government of Saskatchewan including Assistant Deputy Minister of Community Health Services.
