Government of Canada announces funding of health care projects

Quebec City - The government of Canada will fund four pilot projects relating to practices and services in the areas of home care, primary care and health services integration, Marcel Massé, President of the Treasury Board, and Gilbert Normand, regional minister and Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans), announced today on behalf of the Health Minister Allan Rock. All these projects will be carried out in Quebec and will be funded through the Health Transition Fund.

These projects are aimed at testing and evaluating innovative initiatives in health care. They will relate to, among other things, education for asthmatics visiting emergency departments, a model of local management to integrate the health and social services networks, and applications of telehealth to improve support in remote areas, namely the Magdalen Islands. A fourth project will assess and evaluate the impact of Quebec projects financed under the Health Transition Fund.

"These projects will generate valuable information about a large number of new and integrated methods of health service delivery, and will help improve access to health care," said Mr. Rock. "The results of the evaluations of these projects will provide to all governments, both in Quebec and elsewhere in Canada, innovative and effective means for delivering health care."

The projects announced today were analysed and recommended by Quebec's health and social services department, the Ministère de la Santé et des Services sociaux du Québec, which deemed this initiative to be in conformity with Quebec priorities. The federal government will contribute $3,7 million for these projects through its Health Transition Fund. This amount complements the $14,9 million allocated to 17 Quebec projects announced in 1998.

The Health Transition Fund was established by the federal government in 1997 in response to a recommendation by the National Forum on Health. It is designed to generate information and evidence on the organization, funding and delivery of health services in four priority areas: home care, pharmacare, primary health care and integrated service delivery. Evaluation results from projects will be shared with the provinces and territories. The Fund provides $30 million to national level projects and $120 million to provincial and territorial projects allocated on a per capita basis.
