Funding for pilot project on health services integration in Quebec

Rouyn-Noranda - Federal Treasury Board President Marcel Massé today announced, on behalf of Health Minister Allan Rock, funding for a pilot project relating to health services integration. The project will be carried out in the Abitibi-Témiscamingue region of Quebec and will be funded through the Health Transition Fund.

The objective of the project is to test and evaluate mechanisms for cooperation among partners from various sectors of activity in seven municipalities with populations of less than 3,000, with a view to developing their capacity to ensure the health and well-being of the population. The municipalities will be part of the "Healthy Cities and Towns" network, a World Health Organization initiative aimed at improving local health conditions.

"The testing of innovative approaches to maintaining and improving the health of Canadians will contribute to the modernization of the health care system and strengthen it in the long term," Mr. Rock said. "The project evaluations will generate information that will give all governments, both in Quebec and elsewhere in Canada, insights into better ways of delivering health care."

The project announced today was reviewed and recommended by the Ministère de la Santé et des Services sociaux du Québec in accordance with Quebec priorities. The project will receive funding of $109,000 through the federal Health Transition Fund (HTF). This is in addition to the $18.8 million for the 28 projects announced in Quebec since July 1998 under the HTF.

The Health Transition Fund was established by the federal government in 1997 in response to a recommendation by the National Forum on Health. It is designed to generate information and evidence on the organization, funding and delivery of health care services in four priority areas – home care, pharmacare, primary care and integrated service delivery.

Evaluation results of projects will be shared among all provinces and territories. The fund provides $30 million to national level projects and $120 million to provincial and territorial projects allocated on a per capita basis.
