Dingwall introduces new tobacco control legislation

OTTAWA - Health Minister David Dingwall today introduced new federal tobacco control legislation in the House of Commons. Bill C-71, the Tobacco Act, is a key component of the government's comprehensive tobacco control strategy, which also includes tax measures and anti-smuggling and education initiatives.

"I think most Canadians will agree that this is strong, balanced, reasonable and much-needed legislation," the Minister said. "Our goal is to protect the health of Canadians, particularly young people, and each and every one of our measures supports that goal."

The Minister emphasized that the legislation had been carefully tailored to reflect the guidance of the Supreme Court of Canada in its September 1995 ruling on tobacco advertising restrictions. The legislative measures also took into consideration consultations with national health groups, provinces and territories, industry, arts and sports organizations and more than 3,000 submissions presented to Health Canada.

The legislation will:

  • further limit youth access to tobacco products;
  • restrict the promotion of tobacco products;
  • increase health information on tobacco packages; and
  • establish powers to regulate tobacco products.

"The new tobacco legislation will give the federal government the necessary power to regulate the source of Canada's number one public health problem," the Minister said.
