CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999

Administrative Agreement Between the Governments of Canada and Quebec Pertaining to the Pulp and Paper Sector

Notice is hereby given that the Minister of the Environment (the "Minister") has entered into the above-named agreement with the provincial government of Quebec. In accordance with subsection 9(6) of the Canadian Environmental Protection Act, 1999 (S.C. 1999, c. 33), the Minister hereby gives notice of the availability of the final agreement posted on the CEPA Registry at http://www.ec.gc.ca/CEPARegistry/default.cfm.

CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999

Order 2003-66-12-05 Amending the Non-domestic Substances List

Whereas, pursuant to subsection 66(3) of the Canadian Environmental Protection Act, 1999 (see footnote a), the Minister of the Environment has added the substance referred to in the annexed order to the Domestic Substances List;

Therefore, the Minister of the Environment, pursuant to subsection 66(3) of the Canadian Environmental Protection Act, 1999 (see footnote b), hereby makes the annexed Order 2003-66-12-05 Amending the Non-domestic Substances List.

CANADA MARINE ACT

Toronto Port Authority — Supplementary Letters Patent

BY THE MINISTER OF TRANSPORT

WHEREAS Letters Patent were issued by the Minister of Transport for the Toronto Port Authority (the "Authority") under the authority of the Canada Marine Act effective June 8, 1999;

WHEREAS the President of the Treasury Board and the Minister of Finance have approved the amendment of subsection 7.2(j) of the Letters Patent to authorize the construction of a bridge or tunnel across the Western Gap of the Toronto harbour to provide access to the Toronto City Centre Airport;

WHEREAS by Order in Council P.C. 2003-1753 of November 5, 2003, the Governor in Council approved the amendment of section 9.2 of the Letters Patent to increase the limit on the power of the Authority to borrow money from $2,000,000 to $27,000,000;

AND WHEREAS the board of directors of the Authority has requested the Minister of Transport to issue these Supplementary Letters Patent.

NOW THEREFORE under the authority of section 9 of the Canada Marine Act, the Letters Patent are amended as follows:

1. Subsection 7.2(j) of the Letters Patent is replaced by the following:

    (j) the operation and maintenance of the Toronto City Centre Airport in accordance with the Tripartite Agreement among the Corporation of the City of Toronto, Her Majesty the Queen in Right of Canada and The Toronto Harbour Commissioners dated the 30th day of June, 1983 and ferry service, and the construction, operation and maintenance of a bridge or tunnel across the Western Gap of the Toronto harbour to provide access to the Toronto City Centre Airport;

2. Section 9.2 of the Letters Patent is replaced by the following:

    9.2 Restriction on Incurrence of Borrowing. The Authority shall not incur any item of Borrowing so that the aggregate Borrowing of the Authority would exceed $27,000,000.
