This report contains the Railway Association of Canada's (RAC) Locomotive Emissions Monitoring (LEM) filing for 2002 under the terms of the Memorendum of Understanding (MOU) between Environment Canada and the RAC, signed in 1995 and covering the period 1990-2005. Canada's railways have reduced fuel consumption by 0.5 percent since 1990 while increasing the revenue tonne-kilometers by 28.2 percent, demonstrating a steady improvement in the area of fuel efficiency and reducing atmospheric emissions per unit of tonnage hauled.
