PAY RATE IMPLEMENTATION
BULLETIN: 2006-036

SUBJECT: Correctional Services (CX) Group
Employer - Treasury Board

  1 PURPOSE
  1.1 The purpose of this bulletin is to provide you with information concerning the Correctional Services (CX) Group's new collective agreement.


  2 BACKGROUND
  2.1 The following occupational groups are affected by this new collective agreement:

Groups Bargaining Unit Designator (BUD) Codes
Correctional Services - non supervisory (CX) 60100
Correctional Services - supervisory (CX) 65100


  3 POLICY
  3.1 This collective agreement was signed on June 26, 2006, and will expire on May 31, 2010. The Public Service Labour Relations Act (PSLRA) requires that collective agreements be implemented within 90 calendar days after the date of their signature. Consequently, employees in the CX group shall receive all pay adjustments by September 23, 2006.
  3.2 This collective agreement provides for salary increases retroactive to the following dates:

  • June 1, 2002
  • June 1, 2003
  • June 1, 2004
  • June 1, 2005
  • June 1, 2006
  • Restructure effective June 26, 2006
  3.3 This collective agreement also provides for a prorated lump sum payment in lieu of retroactivity for overtime pay and other premiums in the amount of $2,800. This prorated payment is payable to all employees with a substantive position in the CX bargaining unit, represented by the UCCO-SACC-CSN, who were appointed to the group or left the group after June 1, 2002.
  3.4 This collective agreement also provides for a change in the standard work week (SWW) from 37.50 hours to 40.00 hours.


  4 PROCEDURES/INSTRUCTIONS
  4.1 The Pay Rate Control File (PRCF) will be updated with the revised rates of pay on August 17, 2006. The Regional Pay System (RPS) will automatically process revision payments as well as the restructure of pay rates on August 21, 2006. Please note that compensation advisors will be responsible for processing all retroactivity for employees with rates within a minimum and maximum range.
  4.2 Compensation advisors will be responsible for processing the prorated lump sum payment. A compensation directive on this subject will follow.
| 4.3 Compensation advisors will be responsible for processing the change in the SWW effective June 26, 2006.
