The Support Measures and similar provincial-territorial programs delivered under the LMDAs, provide funding to organizations, businesses and communities for three types of activities: The first measure, Employment Assistance Services (EAS) helps unemployed individuals prepare for, obtain and maintain employment by providing them with services such as counselling, job search techniques, action planning, job placement, and labour market information., The Foreign Credential Recognition (FCR) Program provides financial and strategic support to provincial and territorial partners and stakeholders, including Sector Councils, regulatory bodies, immigrant serving organizations and post secondary educational institutions, to develop a pan-Canadian approach to assessing and recognizing foreign credentials within targeted occupations and sectors of the economy to facilitate entry into, and mobility within, the Canadian labour market.

Canada's social architecture was designed to respond to social risks facing the population as a whole, in keeping with McGill professor Leonard Marsh's observation that social “needs are always present at some place in the community or among the population”, At the beginning of the 21st century, many countries – including Canada – are examining the effectiveness of their social architecture for responding to new social risks related to changes in family structure, the aging population and the changing labour market., The purpose of the conference was to examine the new social risks facing Canadians, highlighting the particular social development challenges that arise in a country defined by diversity.
