Conditions and prohibition for the Manufacture or Import of Substances New to Canada that are Suspected of Being Toxic

Notice is hereby given pursuant to subsection 29(5) of the Canadian Environmental Protection Act. that the Minister of the Environment has imposed. pursuant to subsection 29(l) of the Canadian Environmental Protection Act, conditions and prohibitions on the manufacture and import for substances suspected of being ’toxic", as defined under section 11 of the Act.

1,1,1-Trifluoroethane, CAS #420-41-2. This substance can be imported by the notifier only for the purpose of use in applications currently met by substances desinated as ozone depleting substances under the Montreal Protocol.

Pentafluoroethane, CAS #354-33-6. This substance can be imported by the notifier only for the purpose of use in applications currently met by substances designated as ozone depleting substances under the Montreal Protocol.

2-Propanol, 1,1’-(hydroxyimino)bis-, CAS #97173-34-7. This substance can be imported by the notifier only for the purpose of use in the internal treatment of steam generating systems (boilers) and as a polymerization inhibitor for aromatic and non-aromatic monomers. Environmental exposure during use of the substance should be controlled such that the total quantity released per day should not exceed 1.5 kg per site. Please note that, should the substance be used by someone else, the importer must advise them in writing of the aforementioned conditions.

2-Acrylamido-2-methylpropanesulfonic acid, ammonium salt, CAS #58374-69-9. This substance can be imported by the notifier only for the purpose of use as a monomer in polymerization reactions and if the number average molecular weight of the resulting polymer and per cent of its components with molecular weights of less than 1000 and 500 daltons meet those specified 19(1)(a) or 19(1)(b) of the New Substances Notification Regulations. Please note that, should the the substance be used by someone else, the importer must advise them in writing of the aforementioned conditions.

Benzyl 2-amino-4-trifluoromethyl-5-thiazole carboxylate, CAS# Not Available. This substance can be manufactured by the notifier only as a site-limited intermediate in the preparation of seed safener. Furthermore, the manufacturer is required to treat all aqueous effluent from processing operations involving the substance to ensure the daily concentration of Benzyl 2-amino-4-trifluoromethyl-5-thiazole carboxylate released in aqueous effluent from the facility does not exceed 200 µg/L. The manufacturer is required to maintain documentation of the quantities of the substance being used and of the concentration in release effluent.

(4-Chlorophenyl)cyclopropyLmethanone, 0-[(4-nitrophenyl) methyl]oxime, CAS #94097-88-8. The manufacture or import of this substance is prohibited. The prohibition was imposed on December 21, 1995, and is in effect for two years.
