The report is undertaken in compliance with the Canadian Environmental Assessment Act and the 1999 Cabinet Directive on the environmental assessment of policies, plans and programs.

Also found within this report are challenges of the coming year, including climate change and the expected decision to ratify the Kyoto Protocol, and the anticipated new legislation of the Canadian Environmental Assessment Act.
