Priority Substances

  • Environmental Assessments of Priority Substances Under the Canadian Environmental Protection Act. Guidance Manual Version 1.0 - March 1997
    This manual provides detailed guidance for conducting assessments of priority substances in Canada. Beginning with the collection and generation of data, the manual goes on to cover problem formulation and the characterization of entry, exposure, effects, and risk. A final chapter deals with complex substances.

  • Priority Substances List (PSL1) - Assessment Reports, Series 1
    The Canadian Environmental Protection Act, 1999 (CEPA 1999, section 76) requires the Ministers of the Environment and of Health to establish a Priority Substances List (PSL) that identifies substances to be assessed on a priority basis to determine whether they are toxic (as defined under Section 64 of the Act) and pose a risk to the health of Canadians or to the environment. Assessments of substances placed on the PSL are the shared responsibility of Environment Canada and Health Canada. A Priority Substance may be a chemical, a group or class of chemicals, effluents or wastes. Assessments of the first 44 substances placed on the list (PSL1) were completed by February 1994.
    Following the recommendations of a multi-stakeholder Expert Advisory Panel, 25 substances were added to the list (PSL2).

  • Priority Substances List (PSL2) Assessment Reports, Series 2
    The second Priority Substances List of the Canadian Environmental Protection Act,1999 was published in 1995. This list identifies substances that will be given priority for assessment to determine whether they are "toxic" under Section 64 of the Act. A substance is defined as "toxic" if it enters or may enter the environment in amounts or under conditions that pose or may pose a risk to human health, the environment or its biological diversity, or to the environment that supports life. The list contains 25 substances, including single chemicals as well as mixtures and effluents.
