CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999

Significant New Activity Notice Number 10 328

Significant New Activity Notice (Section 85 of the Canadian Environmental Protection Act, 1999)

Whereas the Ministers of Health and of the Environment have assessed information in respect of the substance Carbamic acid, methyl ester, CAS Registry Number 598-55-0,

Whereas the substance is not on the Domestic Substances List,

And whereas the Ministers suspect that a significant new activity in relation to the substance, other than its use as a reactive intermediate in the manufacture of polymers to be used in industrial coatings, may result in the substance becoming toxic,

Now therefore the Minister of the Environment considers appropriate to indicate that paragraph 81(4) of the Canadian Environmental Protection Act, 1999 applies with respect to the substance.

And therefore the Minister requires that any person proposing to use the substance in a significant new activity other than as a reactive intermediate in the manufacture of polymers and where these polymers are used in industrial coatings, shall provide the Minister, at least 90 days prior to the beginning of the proposed new activity, with the following information:

(1) Proposed new activity in relation to the substance;

(2) Submission of all information prescribed by Schedule I of the New Substances Notification Regulations;

(3) Submission of items 3(1) to 3(4) prescribed by Schedule II of the New Substances Notification Regulations;

(4) Percentage of the substance contained in the final product.

The above information will be assessed within 90 days of its being provided to the Minister.
