Lock-up: | At 11:30 (Eastern Standard Time), copies of the speech will be available to journalists, under embargo. The lock-up will be held at the Bank's head office in Ottawa. The embargo will be lifted at 12:30 (Eastern Standard Time), 15 minutes before the scheduled beginning of the speech. (Please use the East Tower entrance at 245 Sparks Street and have your press card with you.)
