Mr. Macklem was appointed Deputy Governor of the Bank of Canada in December 2004. His responsibilities include analysis of international economic and financial issues, and their relationship to monetary policy. The International Department reports to him. As a member of the Bank's Governing Council and the Executive Management Committee, he shares responsibility for decisions with respect to monetary policy and the management of the business of the Bank.

Born in Montréal, Quebec, Mr. Macklem graduated from Queen's University in 1983 with a bachelor's degree in economics, and completed a master's degree and a PhD in economics from the University of Western Ontario.

In 1984, he joined the Bank in the Department of Monetary and Financial Analysis for one year, and returned to the Bank in 1989 following the completion of his PhD, this time in the Research Department. On two occasions since 1993, he has had part-time appointments as a Visiting Assistant Professor at the universities he graduated from, as well as a one-year Executive Interchange in the Department of Finance. Mr. Macklem was appointed Assistant Chief of the Research Department in 1993, Research Adviser of that department in 1996, and Chief of the department in January 2000. He was appointed Adviser to the Governor in August 2003.
