A Message from Minister Dosanjh and Bennett

World Mental Health Day
October 10, 2004

On the occasion of World Mental Health Day, we encourage Canadians to recognize the important role of mental health in all aspects of life. Just as we care for our physical health, we can take steps to maintain and improve our own mental health, as well as that of our families and communities.

Mental illness touches the lives of all Canadians. Sadly 20% of individuals will experience a mental illness during their lifetime, and the remaining will be affected by mental illness in family members, friends or colleagues.

For far too long, the stigma of mental illness made victim hide their suffering while society failed to adequately provide for their need. Times have changed. Today, like cancer or heart disease, mental illness is a chronic disease. It can happen to anyone and, like other illnesses, it can be treated successfully. People coping with mental illness, and those who help and support them, deserve care, acceptance and respect.

The Government of Canada supports mental health initiatives through promotional services and research on many fronts. Currently, the Canadian Institutes for Health Research are investing $28 million in research related to mental health and addiction.

The federal government recognizes the importance of mental health system renewal as a dimension of health care renewal, and works with the provinces and territories to advance this goal. In September of this year, the Prime Minister and the Premiers signed a 10 year action plan that will lead to better health care for all Canadians. The new federal investments of $41 billion over the next 10 years will allow governments, among other priorities, to provide coverage for certain home care services, based on assessed need, including short-term acute community mental health home care.

The newly launched Public Health Agency of Canada will serve as a focal point for coordination, research and expertise on public health issues like mental health. The Agency will work closely with provinces and territories to keep Canadians healthy. Prevention of mental illness and mental health promotion are integral to reaching our goal of a sustainable and effective health care system that reflects the needs of all Canadians.

Mental health is a crucial dimension of overall health. We would like to congratulate the individuals and organizations who are raising awareness about this important issue on World Mental Health Day.
