  • Taking action on federal contaminated sites: An environmental and economic priority
    This booklet provides an overview of progress made in 2003-2004 and 2004-2005 on initiatives to remediate federal contaminated sites and is the first in a series of updates the Government of Canada will provide to Canadians as this environmental legacy becomes an environmental and economic opportunity.

    These CSMWG Annual Reports provide a review of the Group's activities over the course of each fiscal year. They include an overview of the mandate and strategic objectives of the group, as well as an overview of a number of specific reports and appendices.

  • A Federal Approach to Contaminated Sites - November 1999 (PDF version)
    This Approach has been developed to support and augment the CSMWG's Policy. It will assist the CSMWG mandate in establishing a consistent and uniform government-wide approach to the management of contaminated sites under federal custody. The Approach serves as a proactive management tool so that the necessary steps are taken to characterize, classify and prioritize contaminates sites and to ensure environmental site management initiatives are implemented in a timely cost-effective manner.

  • Site Remediation Technologies: A Reference Manual - March 1997
    (PDF version)
    After the completion of the Workshop on the Management of Federal Contaminated Sites, a reference manual on site remediation technologies was developed. This manual is based on the Remediation Technologies section of the workshop and contains the material presented at all of the workshops.

    The manual is intended to be a general reference for federal employees involved with site remediation work. It is written to enable newcomers to the field to understand the concepts discussed. The publication includes the following sections:

  • A Risk Management Framework for Contaminated Sites - A Discussion Paper - June 1997 (PDF version)
    In the risk management framework presented in this document, risk management has been separated into two components which are integral to a coherent risk management framework: Risk Evaluation and Management. The discussion and guidance for these components are not definitive although the use of CCME (Canadian Council of Ministers of the Environments) scientific tools is explicitly explained. This discussion paper is intended to serve as a starting point for the further development of a comprehensive and more prescriptive framework for risk management at contaminated sites.

  • Aquatic Site Classification Ranking System (PDF version)
    Since the CCME NCS focuses mainly on classification of terrestrial sites, Transport Canada decided that, as part of its contaminated sites management program, it would be beneficial to have a system designed specifically for classifying its water lots. In-house experts from Jaques Whitford Environment Ltd. developed the Aquatic Site Classification Ranking System for classifying TC's water lot sites. This system was developed in Microsoft Excel and is not a component of the CCME NCS.

  • A Method for Ranking Contaminated Marine and Aquatic Sites on Canadian Federal Properties (PDF version)
    The ranking method proposed in the following document is intended to complement the National Classification System for Contaminated Sites (CCME 1992). Its purpose is to provide an evaluative framework for ranking marine and aquatic sites within general categories of concern, thereby indicating the need for further action. Like the National Classification System for Contaminated Sites, it is not intended to provide a general or quantitative risk assessment; rather, it is to be used solely as a tool for screening-level identification and prioritization of contaminated marine and aquatic sites.This system has been developped for the Department of Fisheries and Oceans.

  • Federal, Provincial and Territorial Framework for the Management of Contaminated Sites in Canada (PDF version, Table PDF)
    These documents provide a review of applicable statutes and regulations, special legislative provisions addressing liability for contaminated site remediation and relevant management guidelines in Canada. These documents also provide a brief overview of management processes including risk based approaches, public consultation processes, brownfields redevelopment initiatives, and funding programs and other resources.

  • Compilation and Review of Canadian Remediation Guidelines, Standards and Regulations (PDF version)
    This report summarizes information compiled on federal, provincial and territorial standards, guidelines and regulations used to establish remediation limits for key contaminants found at contaminated sites in Canada. For each province and territory, the mechanisms used and the generic remediation values implemented are compared with the Canadian Council of Ministers of the Environment (CCME) Environmental Quality Guidelines (EQGs) for water, soil and sediments.
