Horizontal Policy and Strategic Planning Division

The Horizontal Policy and Strategic Planning Division (HPSPD) provides analysis and strategic advice to ensure that Health Canada's policy agenda is integrated and consistent with the government's overall social and economic agendas. This division also provides leadership and coordination on broad departmental strategic planning endeavours.

Some of the key activities of this division are:

  • to influence health-related policy development in Health Canada and in other government departments by ensuring essential linkages and collaboration;
  • to provide policy advice and challenge by applying the horizontal policy principles;
  • to identify and monitor departmental and government wide priorities;
  • to facilitate and coordinate broad departmental exercises such as the development of briefing materials and the provision of input into priority-setting;
  • preparing for Speeches from the Throne and budgets;
  • planning frameworks supporting Health Canada's strategic and business planning, priority setting, work plans and associated reporting needs;
  • coordinating the yearly departmental Report on Plans and Priorities; and
  • providing input and expertise to strategic and business plans and to the overall policy and planning cohesion across the department in collaboration with senior management across the department.
