About Health Canada

Policy Division

The Policy Division operates with a cross departmental mandate to develop policy frameworks, improve policy fit and context and challenge specific policy proposals from a corporate perspective.

The Division is organised into three units:

  • The first is concerned with the development and articulation of a policy framework for Health Canada, together with sub-frameworks that apply to particular areas of activity and organize policy approaches within those areas.
  • The second unit works on the improvement of methods and tools to effect frameworks so that management can be assured that policy answers to substantive criteria including respect for the evidence base, an outcomes orientation, attention to the population and systems dimensions of issues, effectiveness in conception and delivery, consistency with the government agenda and probity.
  • The third unit specializes in options appraisal, and brings to bear both the methods and tools of policy analysis and the modelling and costing capacity of the Division on specific policy proposals.
