Request for Proposals: Open Category: Health Policy Workshops, Seminars and Conferences (RFP 006)

I. Deadline

Full proposals must be received before February 1, 2002 (12:00pm E.S.T.)

II. Funding and General Information

  • Maximum funds available for this RFP: $150,000
  • Proposals with budgets that exceed $150,000 will be deemed ineligible, without exception.
  • The event must include opportunities for Health Canada officials to participate in a capacity which would (1) add to the knowledge being considered; (2) ensure that relevant policy issues are being considered; and (3) increase the usefulness of the results to Health Canada.
  • Speakers/participants must be nationally representative. Health Canada is prepared to recommend speakers for certain sessions.
  • Funds cannot be used to commission research for the event.
  • Wherever possible, the event should coincide with another relevant workshop/seminar/conference, in order to maximize efficiency and effectiveness.

III. Scope of Competition

Objectives

The HPRP is interested in receiving proposals for workshops, seminars and conferences relevant to Health Canada's identified health policy needs. Proposals must address one or more policy priorities relevant to Health Canada's policy and decision making capacity. Preference will be given to events addressing issues for which Health Canada will be expected to develop policy within the next one to three years.

Context

Health Canada's mission is to help the people of Canada maintain and improve their health. In support of this mission, Health Canada has identified four priority areas of focus over the next one to three years. These priorities coincide with a vision of health that includes a strong and innovative health care system which fully respects the principles of the Canada Health Act and effective programs and services that promote good health and safety for all Canadians. Proposals that clearly demonstrate the ability to support evidence-based decision making in the following priority areas will be considered for funding:

i) Health Care System Renewal; ii) Safety and Management of Risks; iii) Lifelong Good Health for all Canadians; and iv) Healthy First Nations and Inuit Communities Applicants are encouraged to refer to the document Health Canada 2001-2002 Estimates: Part III Report on Plans and Priorities for more detailed information about these priority areas.

IV. Policy Contact

When developing a proposal for the open category, policy inquiries (i.e., non-administrative) should be directed to:

The policy contact is responsible for ongoing interaction with researchers to provide contextual guidance and advice to researchers when developing their proposal. The policy contact will likely identify other Health Canada officials with expertise in a given area, with whom the applicant can consult. We encourage all applicants to consult with the policy contact prior to preparing a proposal.

The policy contact is to be consulted on the policy issues and proposal content only. Formatting, eligibility/ineligibility, and other administrative questions (such as time frames, budgets, etc.) should be directed to the HPRP Program Officer. As the policy contact will not provide letters of support, applicants must outline their interaction(s) with Health Canada staff in the body of the proposal.

Do not forward proposals (draft or otherwise) to the policy contact for their review at any time. Preliminary review of a proposal by a policy contact will be deemed a conflict of interest and may result in the disqualification of your proposal.

V. How to Apply

Full proposals must be received before 12:00 pm (E.S.T) on February 1, 2002.

Researchers are strongly encouraged to consult the Health Policy Research Program Guide before preparing a proposal.
