The Accord between the Government of Canada and the Voluntary SectorSigned in December 2001, An Accord Between the Government of Canada and the Voluntary Sector sets out the values, principles and commitments both parties want to see as a starting point for their future work together. The Codes fulfill the commitment by the Government of Canada to take provisions found in the Accord and turn them into meaningful actions. To accomplish this, each Code identifies 'good practices' that should be implemented by each party and by both. For copies of both the Accord and the Codes of Good Practice, click here. In general, all of these 'good practices', whether found in the funding or policy dialogue Code, are meant to build relationships, improve policy dialogue and better serve Canadians. Health Canada, through its Office of the Voluntary Sector, is working to put the words of the Accord into action through the implementation of the Codes of Good Practice on Funding and Policy Dialogue. This will be accomplished by building on existing programs, policies and practices, by working collaboratively across the department and by integrating these practices into the every day working activities of Health Canada and the Public Health Agency of Canada. The OVS has made efforts to first ensure that all employees, as well as voluntary health organizations, are aware of both the Accord and the Codes of Good Practice. Moreover, the OVS is coordinating inter-branch working groups to study implementation issues, building on existing programs (e.g., renewal of Terms and Conditions) and developing a monitoring and reporting framework for both Codes. In the Accord, both sectors agreed on the need to report to Canadians on the status of their relationship and the results that have been achieved. Furthermore, both sectors agreed that assessing each Code's effectiveness will require periodic review, discussion, analysis, evaluation and reporting. The Department of Social Development is the lead on producing an annual report to Canadians on the status of the Accord.
