PHAC Manitoba and Saskatchewan Region

The Manitoba and Saskatchewan Regional Office administers federally funded health promotion and illness prevention programs, including ACAP, in Manitoba and Saskatchewan. The region has offices in Winnipeg and Regina, with ACAP Program Consultants in both locations.

ACAP is currently providing operational funding to three community-based AIDS organizations and project funding for five time-limited projects in the region.

Project: An Integrated, Community-based Response to HIV/AIDS

Description:

Nine Circles Community Health Centre (NCCHC) is a community based, primary health care centre that provides advocacy, care, treatment and support for people living with and at risk for HIV/AIDS. The centre is committed to providing culturally-competent, client-centred care. Their programs are developed to help address the specific needs of target populations such as Aboriginals, rural people, and the GLBTT* (Gay, Lesbian, Bi-sexual, Transgender, Two-Spirited persons). The principles of Harm Reduction are practised within provision of care to clients within the centre. The Nine Circles staff and volunteers provide initiatives that support ACAP with programs in HIV/AIDS prevention and health promotion, and have a strong basis in building community capacity.

Expected Results:

NCCHC has been an integral part of building awareness of HIV/AIDS and STIs to Regional Health Authorities across Manitoba and are participants in the Manitoba Strategy on HIV/AIDS. NCCHC continues to develop strategies to empower the involvement of PHAs in direct programming and project development to ensure culturally appropriate programming. Currently, some of the centre's attention is looking at addiction issues. In partnership with other organizations, NCCHC sees the need to increase the awareness of substance use, misuse and abuse as it pertains to HIV/AIDS infected and affected persons.
In addition, clients will be supported to work through their own behavioural model of change in their plan of care.

Description:

AIDS Saskatoon, founded in 1986, provides support to those affected by HIV/AIDS and educates the public about HIV/AIDS infection and its prevention. AIDS Saskatoon has seen a radical increase in the demand for its services in the past few years. In three years, AIDS Saskatoon has seen an approximate 100 per cent increase in clients seen each year, an increase in 1-800 information calls, and an increase in demand for print materials.

In partnership with a number of agencies, AIDS Saskatoon will continue to respond to the needs of the people it serves; inform and support people affected and infected by HIV/AIDS; implement sustainable education on HIV/AIDS in Saskatchewan; deliver prevention education to the community; meet the changing needs of individuals who access the services and the agency itself; build partnerships towards effective and sustainable volunteer management; and achieve sustainable, appropriate and effective volunteer management.

Expected Results:

Indicators of success will include having an effective and sustainable HIV/AIDS education program implemented in Saskatchewan, delivered to and involving the community.

Description:

AIDS Programs South Saskatchewan Inc. (APSS), founded in 1986, works to support community health and well-being through the sharing of HIV/AIDS information and resources in Regina and the Southern part of Saskatchewan. Health Canada has been providing operational funding to APSS since 1999.

In May 2002, APSS produced a Consumer Survey and Focus Group Data Report that indicated that 77% of service users receive the services they expect and which meet their needs. Nearly half are active in the organization, and 69% feel they have gained more knowledge and skills through the organization. APSS will continue to respond to the target population by strengthening their organization's ability and capacity to provide the necessary information to make informed choices or to improve the knowledge level. APSS will work to ensure that services are culturally appropriate and are focused on re-integrating families.

APSS will assist service providers to gain a greater understanding of HIV/AIDS and strive for a coordination of services. They will continue to work in partnership with the United Way, Carmichael Outreach, All Nations Hope AIDS Network, St. Paul's Cathedral, University of Regina, Saskatchewan Institute of Applied Science and Technology's School of Nursing, University of Saskatchewan Residency Program, Harm Reduction Task Force members, and Human Resources Development Canada for work placements.

Expected Results:

Indicators of success are: increased social, health and economic well-being of the population served; the prevention of new infections among injection drug users; changes toward living healthier lifestyles; and the formation of a cooperative of front line agencies to enhance services to the target population.

Description:

All Nations Hope AIDS Network (ANHAN), founded in 1986, works to promote the health of communities by sharing HIV/AIDS knowledge and resources and by providing support to Aboriginal people living with HIV/AIDS. Studies show that although Aboriginal people make up 2.8 per cent of the Canadian population, they account for 9.0 per cent of new HIV infections. In addition, co-infections of hepatitis C and HIV among the Aboriginal population in Canada stands at 86.9 per cent. Increasing statistics show that these infections are being contracted through injection drug use.

In partnership with AIDS Programs South Saskatchewan, the Regina Harm Reduction Task Force, the Canadian Aboriginal AIDS Network and the Saskatchewan Advisory Committee on AIDS, ANHAN will provide expertise in programming and resource development, share human and financial resources, offer legal and financial accountability procedures and materials, and provide expertise on harm reduction. As an Aboriginal organization, ANHAN will provide expertise in the area of addictions treatment, access to clients at risk, and access to other Aboriginal AIDS groups in Canada. ANHAN will continue to be a resource to the Aboriginal community and have a strong voice for Aboriginal people. ANHAN will also continue to support harm reduction in Saskatchewan and share knowledge to create change among Aboriginal service providers. ANHAN will host a yearly conference, produce and distribute 15,000 copies of a bi-monthly newsletter entitled "Positive Voice," continue to address media releases and reports, and present at various regional and national conferences.

Expected Results:

Outcomes of this project include increased membership, volunteers, supporters and training opportunities; increased awareness, education and support for Aboriginal people living with HIV/AIDS; the holding of a successful conference; the production of six newsletters; and presentations at conferences.

Description:

The Manitoba Persons Living with HIV/AIDS Caucus is an organization that is dedicated to help empower individuals living with HIV/AIDS (PHAs) through mutual support and collective action. The PHA Caucus is exclusively operated, directed and governed by persons living with HIV/AIDS. Activities of the ACAP project are designed to support involvement, build capacity and continue to promote the health of those living with HIV/AIDS in Manitoba.

Expected Results:

This project will help to assist persons living with HIV/AIDS to strengthen life skills, increasing access to employment and education opportunities. Through building support and skill development the Caucus has the potential to connect with and help empower other PHA's in Manitoba, including those living in rural and northern Manitoba. Some of the activities of the project are the production of a newsletter, and partnering with other organizations who have HIV/AIDS as part of their mandate.

Description:

The Sexuality Education Resource Centre (SERC) is a community based non-profit organization that has long standing experience in working with immigrant and refugee communities. SERC programs involve addressing issues that are related to HIV/AIDS through professional and community education and direct service provision to immigrants and refugees. There are two sites for this project; Winnipeg and Brandon regions in which services will be engaging persons living with, affected by, and at risk for HIV/AIDS in urban and rural settings.

Expected Results:

This project intends to strengthen organizations that provide HIV-related services and increase their capacity to meet increasingly complex needs in urban and rural environments, and involve immigrant and refugee communities in resource development, outreach and education. It is hoped that by building organizational partnership and capacity, access to comprehensive services that address the barriers and stigma of immigrants and refugees living with and affected by HIV/AIDS will be available.

Description:

The Play it Safer Network will undertake intensive outreach activities to strengthen existing and establish new partnerships in Northern parts of Manitoba and Saskatchewan; the NorMan and NorSask regions. Through conducting a needs assessment, the project will identify social supports needs of those living with HIV/AIDS in the area. The network will also engage high schools, colleges and universities, and youth centres to increase awareness on prevention of HIV/AIDS.

Expected Results:

The goal of the network is to implement a community-based strategy to address HIV/AIDS, sexually transmitted infections (STIs), and hepatitis C virus (HCV) though education, prevention, treatment, and medical and social supports. Partnerships have been established with the Manitoba PHA Caucus to help address these goals. The involvement of the Play It Safer Network with educational organizations, and other community agencies that involve youth, will help improve access to education and resources related to prevention of HIV/AIDS, STIs, and HCV.

Description:

Kali-Shiva is a community-based volunteer driven organization that provides advocacy, supports and services to people living with HIV/AIDS. This project will help to strengthen resources particularly for women living with HIV/AIDS in Manitoba, providing them with a peer- support network for themselves and their families.

Expected Results:

The goal of the project is the build self advocacy and life skills for HIV/AIDS positive women in Manitoba which will allow this target group to gain better access to employment, housing, social support systems and medical care. Specific capacity building activities include the HIV &Women's Support Group (providing education and peer support) and the Women's Group Catering Collective (providing life and employment skills).

Description:

This project, through the support of a coordinator, will focus on gay and bisexual men in Saskatoon and surrounding areas. The Avenue Community Centre for Gender and Sexual Diversity (formerly: Gay & Lesbian Health Services Saskatoon Inc.) will develop safer sex material to educate gay/bisexual men about risk management and HIV prevention; develop programs that provide forums for gay/bisexual men to engage in discussions around the determinants of health and how they impact their lives and HIV/AIDS prevention; and develop venues and educational programs that enable more gay/bisexual men to obtain HIV testing in a safe and supportive environment. The coordinator will access the identified priority population through presentations at workshops, by conducting forums for gay and bisexual men that afford an opportunity to discuss risk management for HIV prevention, and by conducting Internet discussions about safer sex and risk management through chat rooms and bulletin boards.

Expected Results:

Indicators of success will be an increase in testing for HIV and more proactive actions by gay/bisexual men in addressing issues of risk management around safer sex, thereby resulting in fewer HIV infections in this population group over the long term.
