Volumetric Weight  to top of page

Volumetric weight (cubing rule) is charged when items of any shape (square, rectangular, triangular, cylindrical, etc.) are large in size and light in weight. To determine if an item meets volumetric weight and to calculate the correct postage, please follow these steps:

Step 1 – Find the volume

Using the largest facing surfaces, length is the longest dimension and width the shortest. Height is measured at right angles to the largest surface. Girth is the distance around the parcel, measured at right angles to the length.

*The minimum width of a cylindrical shape item is calculated by measuring the girth of the item.

Step 2 – Find the volumetric weight

– in kilograms, divide the volume of the item (as calculated in step 1) in cubic centimeters by 6,000 (4,000 for Purolator International)
– in pounds, divide the volume of the item (as calculated in step 1) in cubic inches by 165 (115 for Purolator International).

Step 3 – Determine the actual weight

Weigh the package to determine the actual weight in kg.

Step 4 – Determine the shipping price

The shipping price is based on the greater of the volumetric weight or the actual weight. The actual weight cannot exceed 30 kg. If the volumetric weight is greater than 30 kg (66 lb.), please add an additional amount above the 30 kg (66 lb.) price, based on the price per 0.5 kg (1.1 lb.) as listed at the bottom of each rate table.

NOTE: 1When the volumetric weight is greater than the actual weight, the volumetric weight is used to calculate the shipping charges. However, the actual weight must be used on the shipping document and/or the Customs Declaration.
2Volumetric weight does not apply to items shipped under the Air Stage Freight (Funded) Program.

Prepaid Products  to top of page

Prepaid products are flat-priced, postage-included envelopes, labels and bubble packs, in regional and national formats, which are purchased in advance and used as required. Prepaid envelopes are also available for shipping documents to the U.S.A. and specified international destinations.

Prepaid containers and labels can be ordered by calling 1 888 550-6333.

They can be dropped off at any post office. Depending on the size, Xpresspost prepaid products can also be dropped off in any street letter box.

Customers may deposit less than the minimum volume requirement provided that the difference between the actual volume and the minimum volume is paid at the phantom price (i.e., priced at the applicable Incentive Lettermail category: Machineable, Low Density Presort, etc.)

Progressive Pricing

This rating process means that the price will be calculated according to the exact weight of the item instead of by weight level. It applies to Incentive Lettermail Short and Long items over 50 g up to 100 g (Presort items only) and for Oversize items over 100 g up to 500 g.

Minimum Volume and Phantom Pricing

The minimum volume requirement for Addressed Admail Short and Long, Oversize or Dimensional is 1,000 items. However, a customer may deposit less than the minimum volume for a single deposit (not available on partial mailings) provided that, at the time of deposit, the total postage paid is equal to the amount payable for the minimum volume required.

In other words, a phantom price is applied to the difference between 1,000 items and the actual volume deposited, if less than 1,000 items. The table below shows the applicable Phantom prices for each category of Addressed Admail:

In order to access Unaddressed Admail Contract prices,customers must submit the Order ( Statement of Mailing) electronically using the Electronic Shipping Tools (EST) and a 2% “Automation Incentive” may apply to qualifying Unaddressed Admail items. In order to qualify for the 2% “Automation Incentive”, customers are required to provide all paperwork, including the Unaddressed Admail Delivery Slip(s) to Canada Post at the time of mailing and ensure that the automatically produced bar-coded labels are correctly applied to each container. Failure to provide these labels will result in an adjustment to the invoice. A manually prepared Order will be subject to Non-Contract prices, and the manual Order processing fee may apply.

Mailings accompanied by a manually prepared Order are subject to Non-Contract prices and if desposited:

at a Receipt Verification Unit (RVU), will count towards the customer’s annual volume commitment and are subject to the manual Order processing fee;
at a Retail outlet or Depot (only at locations approved to accept Unaddressed Admail), must be paid in full at the time of mailing, and the volumes will not apply against the customer’s annual volume commitment; however, no manual Order processing fee will apply.

Transportation Fees

If customers wish to deposit the total mailing at a single location, Canada Post delivery facility, Canada Post will transport these items to the offices of delivery for a fee. Transportation fees will apply to each item at the prices indicated below. Alternatively, customers can transport their items directly to the appropriate local delivery facility(ies). When a customer deposits their Unaddressed Admail item(s) at a Distribution Centre Facility (DCF) for delivery to a Letter Carrier delivery office located in the same facility, Transportation fees will not apply.

In order to access Letter Carrier Presort (LCP) and Machineable prices, customers must submit the Order ( Statement of Mailing) electronically using the Electronic Shipping Tools. LCP and/or Machineable items accompanied by a manually prepared Order will be prices at the applicable NDG National prices in effect at the time of mailing and the manual Order processing fee will apply.

Price Categories

Machineable: The Machineable price applies to all items prepared according to Machineable requirements and mailed at an approved postal facility for delivery at any other postal facility in Canada. Phantom pricing is available for Machineable mailings containing less than the minimum volume required.

Letter Carrier Presort (LCP): LCP prices apply to all items that meet the LCP requirements and are mailed at a postal facility for delivery at any other postal facility in Canada. LCP includes Delivery Mode Direct (DMD), Delivery Facility (DF), Distribution Centre Facility (DCF) and Residue, including Forward Consolidation Point (FCP). Phantom pricing is available for LCP mailings containing less than the minimum volume required.

NDG Presort: NDG prices apply to all items which meet the NDG Presort requirements. NDG Presort includes National, Regional and Local Rural.

  National: The NDG National price applies to all items mailed at a postal facility for delivery at any other postal facility in Canada.

Phantom pricing is available exclusively for NDG National mailings containing less than the minimum volume required.
 
  Regional: The NDG Regional price applies to all items mailed at a postal facility for delivery at post offices which have no Letter Carrier delivery and which are located in the same or adjacent provinces as the accepting postal facility. In order to qualify for this price category, at least 50% of the total addressed copies in the publication issue mailed must be either Regional or a combination of Local Rural and Regional. Otherwise, NDG National prices will apply to the nominal Regional portion of the mailing.

Orders containing qualified NDG Regional items do not have a minimum volume requirement (even if some NDG National items are included on the Order).
 
  Local Rural: The NDG Local Rural price applies to items mailed at a post office with no Letter Carrier delivery for delivery at that post office.

A Non-Letter Carrier post office with civic addressing may have several postal codes. Items addressed to these postal codes may qualify under the Regional price category. Bundles of Unaddressed Copies: The Bundles of Unaddressed Copies price applies to Bundles of Unaddressed Copies mailed at a postal facility for delivery at any other postal facility in Canada, and addressed to a news dealer or other bulk receiver.

Minimum Volume and Phantom Pricing: Customers may deposit less than the minimum volume requirement described in this chapter, provided that the difference between the actual volume and the minimum volume is paid at the phantom price.

Price Discounts: Customers may be eligible for price discounts based on their commitment to mail a minimum of three million Publications Mail items in an Agreement year. Such a commitment must be specified on the Agreement Activation Form along with the effective date, and the eligible titles must be listed on the Agreement Activation Form or the applicable supplement. A price discount is calculated and applied to the postage paid for individually addressed Publications Mail items on each eligible Order completed using EST.

Piece, Container and Mailing Level Surcharges

NOTE:This list represents the most common mailing anomalies, but is not exhaustive and is subject to change without notice.

Piece Level
A surcharge of $50 per mailing plus 3¢ per piece applies for all items in the mailing where:

the address label is misplaced or formatted incorrectly;
the wrapper of a presorted mail piece exceeds the length of the contents by more than 40 mm;
the basic or detailed identifying information for the publication is incomplete or misplaced;
presorted bundles are not properly strapped or too thick;
the mail items are not faced properly within the containers;
enclosures are not securely inserted in an unwrapped host publication;
Bundles of Unaddressed Copies do not have the DIRECT BUNDLE TO THIS ADDRESS notation on or near the address label (surcharge applies to Bundles only);
the Publications Mail item does not bear the endorsement POSTAGE PAID FOR ENCLOSED LETTERMAIL (or Addressed Admail or Publications Mail) visible on or through the wrapper; or
items are acceptable as Publications Mail enclosures but contain an Addressed Admail or Lettermail postal indicia (unless co-packaged).

Container Level
A surcharge of $50 applies per affected container, including any bag, hard-sided container, monotainer or pallet, where:

the container label is missing or incorrect;
the container is not properly prepared or secured, or the maximum weight/height restrictions are not met; or
the minimum fill requirement is not met for bags or hard-sided containers.

Mailing Level
A surcharge of $50 per mailing applies where:

a representative sample of the item is not provided.

Manual Order Processing Fee
