Section D – Chapter 2

Xpresspost™-USA

What is it?  to top of page

Xpresspost-USA is a service that provides speedy and guaranteed delivery of documents and parcels to the U.S.A. (from 3 to 5 days between major urban centres). The service offers On-time Guarantee, Delivery Confirmation and Coverage for loss or damage up to $100CDN. Customers may also purchase Additional Coverage.

Prepaid Envelopes are available for Xpresspost-USA. They are flat rated and available for documents only. The Coverage for loss or damage option does not apply.

All items must bear an Xpresspost-USA shipping label. Xpresspost-USA must be posted in Canada for delivery in the U.S.A.

Contract customers must also submit a Manifest.

Xpresspost-USA items may not be combined with Collect on Delivery, Registered Mail (including Advice of Receipt), Literature for the Blind, Redirection or Signature.

Unacceptable Items  to top of page

The following items are unacceptable as Xpresspost-USA. Any item:

  • that is or contains any dangerous substance or article prohibited by law or defined as a dangerous good. Go to Section B – Chapter 7, Non-mailable Matter, or refer to the Non-mailable Matter Regulations and to the Transportation of Dangerous Goods Act;
  • that does not meet the size and weight specifications for this service;
  • that may soil, taint or damage mail or mail equipment, expose a person to danger or emit offensive odors;
  • containing food perishables or live animals that do not meet applicable shipping requirements;
  • improperly or insecurely packed or wrapped;
  • in contravention of applicable Universal Postal Union prohibitions, and U.S.A.’s Department of Transportation or Customs Regulations. The United States prohibits or applies restrictions on the acceptance of certain articles for transmission by post.

NOTE:

  1. An oversize charge applies if an item exceeds 1 m in any dimension (length, width or height).
  2. If the weight is not indicated on the Manifest, a default weight of 5 kg applies.


Volumetric Weight  to top of page

Service Standards  to top of page

From 3 to 5 business days between major urban centres from Canada to the U.S.A. Business days do not include Saturdays, Sundays or statutory holidays in Canada or the U.S.A. Some exceptions apply. Go to Section F, Service Standards.

Customs Clearance

On-time Guarantee: Xpresspost-USA includes an On-time Service Guarantee. Canada Post offers replacement service or credit equivalent to the shipment charges (transportation charges) if the customer’s shipment is not delivered on time, as measured against the published service standards for Xpresspost-USA and in accordance with the General Terms and Conditions. Go to General Terms and Conditions.

The addressee’s name and telephone number must appear on the item, otherwise the guarantee will be void.

The On-time Guarantee does not apply to food items, nor to items mailed to United States territories and possessions, United States Army Post Offices (APO’s) and military installations.

On-time Guarantee does not apply to post office box addresses.

Delivery Confirmation: This feature provides positive confirmation that the item arrived at its destination. Upon delivery, or attempted delivery, the item ID (identification) number is scanned and the date captured. The information is usually available after the item is delivered by noon the next business day via an automated phone response system by calling 1 888 550-6333, via the Internet and via the Electronic Shipping Tools software. For items mailed to Army Post Offices (APO’s) or military installations in the United States, Delivery Confirmation is not available.

Delivery to Post Office Box - Items will be delivered to a post office box where this type of delivery is available. No delivery guarantee applies to items addressed to a post office box.

Coverage for loss or damage: Coverage of up to $100CDN is included in the fee for Xpresspost-USA items. Certain exceptions apply.

Coverage is not available for prepaid envelopes. Also, Canada Post shall have no liability for loss, damage or rifling of items containing bank notes, stocks, bonds or other securities negotiable by the bearer, lottery tickets, travellers’ cheques, food items, or non-mailable matter, as well as any article prohibited by law in Canada or in the destination country. Return to Sender: Xpresspost-USA items that cannot be delivered or redirected will be returned to the sender for a fee, payable by the sender. Where the item bears postage stamp(s) or meter impression denoting the original amount of postage, the item will be returned for an amount equal to the original postage, less any option fee, using the postage due process. Where the Customer Number is located on the item, the item will be returned and the Customer will be invoiced an amount equal to the original fee paid, less any option fee.

Customs Clearance: Canada Post will provide a presentation of all items to U.S. Customs. Issues related to duties and admissions will be the responsibility of the addressee of the item (importer of record).

Options  to top of page

An option is a service enhancement which is not provided automatically as part of the basic service. The customer must select the option by checking a box or affixing an additional label or sticker.

Additional Coverage for loss or damage: Additional Coverage is available up to $1,000CDN for Xpresspost-USA shipments, for a fee. Certain exceptions apply.

The maximum declared value for liability coverage is $500CDN for items containing coins, jewelry, manufactured and non-manufactured precious metals, precious stones, gold bullion, gold dust, cancelled or uncancelled postage stamps, and $100CDN for items containing gift certificates and phone cards.

Also, Canada Post shall have no liability for loss, damage or rifling of items containing bank notes, stocks, bonds or other securities negotiable by the bearer, lottery tickets, travellers’ cheques, food items, or non-mailable matter, as well as any article prohibited by law in Canada or in the destination country. Scheduled Pick-up: This option is available to Customers using “Account” as a method of payment for Shipping and Delivery Services. Scheduled Pick-up is provided on business days only.

This option is available for a fee based on total volume shipped each week. It is offered at no additional charge for Customers who ship more than 120 items per week. The weekly volume of U.S.A. and International Shipping and Delivery Services can be consolidated with the weekly volume of Domestic Shipping and Delivery Services and counted towards the pick-up fee threshold. Labels and Documentation Required  to top of page

Every Xpresspost-USA item must have:

  • the names, addresses and telephone numbers of the sender and the addressee clearly printed on the Xpresspost-USA shipping label affixed to the item;
  • the sender’s Canadian return address clearly printed on the shipping label affixed to the item;
  • proof of payment (postage stamps, postal indicia, or meter impression);
  • the Customs Declaration portion accurately completed on the Xpresspost-USA shipping label.

It is important to have the net weight listed for all items on the Customs Declaration portion of the shipping label.

Domestic Xpresspost or Xpresspost-International shipping labels must not be used.

All shipments to the U.S.A. containing commercially-prepared food for human or animal consumption must be preceded by a Prior Notice of Imported Food Shipments. The Prior Notice number provided by the U.S.A. Food and Drug Administration (FDA) must be included on the Customs documentation prior to shipping. More information on the Prior Notice can be obtained from the FDA.

Manifest (order)

Two paper copies of the electronic Order (Manifest), or the original hard copy Manifest, must be given at the time of mailing to an authorized Canada Post employee at the Receipt Verification Unit (RVU) or at the postal facility approved by Canada Post. Packaging  to top of page

All items must be securely packaged with sufficient cushioning and reinforcing material to prevent loss of or damage to the items, damage to postal equipment or other mail and injury to persons handling the items. Items must not consist of dangerous or prohibited articles.

Oversize and unpackaged items (i.e. pails, tires, etc.) are available for shipping by customers who must pay a surcharge.

NOTE:
The Oversize Surcharge and Unpackaged Items Surcharge are never combined. If a customer pays the Unpackaged Items Surcharge, then the Oversize Surcharge is waived and vice versa.


Addressing  to top of page

All items must bear a legible address including the correct postal code, and also include the shipper’s and addressee’s telephone numbers. Go to Section B – Chapter 3, Addressing.

Deposit of Xpresspost-USA  to top of page

  • at a postal outlet
  • at a processing plant
  • in a street letter box (prepaid products and items processed by a Canada Post online shipping system)
  • pick-up (contract customers only).

Delivery of Xpresspost-USA  to top of page

Xpresspost-USA items will be delivered in accordance with the procedures of the destination.
