Is there a Grievance Process within CFHA?

There is no grievance process as such within CFHA. Occupants are encouraged to raise any concerns that they may have directly with their local CFHA office as that office is best positioned to provide an immediate answer.

CFHA does have an Occupant Complaint Resolution Process comprised of several steps, beginning with an informal process at the local office and moving to a more formal and structured approach at the office of the General Manager, Housing Operations at CFHA Head Office in Ottawa. The Complaint Resolution Process is not intended to provide an appeal of the local CFHA manager’s decision. It is, however, a review at a senior level to ensure that the decision taken is consistent with CFHA and DND policy.

Pamphlets describing that process in detail are available at each local CFHA office.

Does the Landlord and Tenant Act apply apply to DND residential housing occupants?

The various provincial landlord and tenant acts do not apply to DND residential housing, as an occupant of a DND residential housing unit is not a tenant and has no legal estate or interest in the premises.

Why must I obtain insurance coverage for damage to my DND residential housing unit?

It is mandatory for the occupant to carry public loss payable liability and property damage insurance covering loss or damage to the DND residential housing unit and/or garage and to carry fire insurance for the contents of the residential housing unit and/or garage. CFHA shall not be responsible for loss or damage of personal property that should have been covered by the occupant’s own personal insurance, for example, vandalism, sewer back-up and fire damage.

Proof of insurance coverage, which may be requested at any time from the occupant, is to be provided to the local CFHA office. Should the insurance coverage change, the occupant is responsible for providing this amendment or change of the insurance to the Housing Management Office.

What is the Conditions of Occupancy Agreement?

The Conditions of Occupancy Agreement is essentially a collation ad reprint of the original Conditions of Occupancy for Married Quarters found in both CFAO 28-03, Section 4, and Better Living: An Occupancy Guideline for Married Quarter Residents, published in 1989. These occupancy guidelines were developed to address the subjects most likely to affect the quiet enjoyment of DND residential housing by CF families and their neighbours.
