Alain Bastarache was born in Trois-Rivières, Quebec on 4 March 1955. His career spanned for almost 26 years with three federal departments, Transport Canada, Public Works and Government Services and National Defence.

He was appointed in February 2004 the Director Realty and Facilities Management Support with DND. He provided executive and professional leadership for the provision of corporate direction, standards and policy for the complete range of realty and facilities management services/projects, including the departmental strategic disposals initiatives/projects. One of his main accountabilities was the custodianship of corporate assets that are either no longer required by DND for the accomplishment of its mission or have been assigned to our Branch for other reasons.

As Director Major Capital Projects with PWGSC, he could gain vast experience and knowledge in the planning and development of the strategic frameworks, strategic business direction, performance management program, risk management and trend analysis required to support the management of major crown projects and monitors progress to ensure that projects were managed in accordance with project agreements and commitments as approved by TBS, on budget and on schedule.

Between Dec 02 and Nov 03, in his functions as Acting Director General, Strategic Program Development for the Real Property Program Branch of Public Works and Government Services Canada (PWGSC), he was responsible to ensure that policy frameworks for service delivery were modern, responsive, relevant to client requirements, and reflective of world-class best practices. He provided corporate leadership in the development of strategies and initiatives to address key Real Property Program business issues and for a wide range of strategic management activities required to support the successful achievement of the Branch business goals.

With respect to the delivery of projects, as Director Civil Engineering and National Manager Airport Engineering in PWGSC, he provided the corporate leadership for the development and monitoring of national policies, standards, guidelines and procedures in various civil engineering disciplines. He managed multi-disciplinary employees of various technical and professional disciplines and provided corporate project management services to the project implementation managers, designers and various user representatives such as planners, facility operations and maintenance personnel.

He has over 22 years experience in planning, design and construction projects, technical studies and preparation of standards and guidelines for airport pavement facilities, including emergency response plans, participation in various national and international technical conferences, working groups and expert forums.

Mr. Bastarache is married to Irène and they have two sons, Simon and Philippe. His hobbies include golf, baseball and hockey. He is not actively practicing hockey but is directly involved in the management of a Midget AAA hockey team as President of the managing committee.
