DGSP Transition to Chief Force Development and Chief of Programme

Prior to the creation of CFD and Chief of Programme (C Prog) on 15 June 2006, the Director General Strategic Planning (DGSP) was responsible for the entire process illustrated below. As part of the CF Command and Control transformation, the transformed VCDS organization divided these functions under two new divisions, CFD and C Prog, who will work closely to achieve the CF and DND’s force development goals.

As a programme division, C Prog manages the allocation of corporate resources across the department. C Prog manages the implementation of the defence strategy and assigns resources based on a single integrated long-term corporate resource plan.

As the centerpiece of the CFD organization, a new Capability-based planning (CBP) methodology has been developed. The stand up of CFD will lead to the institutionalization of this core force development process.
