Director General Capability Development (DGCD)

  DCP | D Mil CM | D Corp CM

Role. As the owner of the Capability Based Planning methodology, DG Cap Dev oversees the analysis of scenarios and the development of military and corporate capability options.

Outputs. Recommended capability options stemming from the analysis of scenarios, to be endorsed by the Capability Development Board (CDB) and approved by the Defence Planning Board (DPB).

Director Capability Planning (DCP)

Role.The role of DCP directorate is to undertake the rigorous CBP mission analysis process which ultimately leads to the determination of capability goals.

Function. Joint Capability Planning Teams (JCPTs) conduct mission analysis of scenarios to identify tasks and to determine required capabilities. Results are endorsed by CDB.

Outputs. Scenario-specific CF Capability goals and CF force goals.

JCRB has directed two working groups be stood up to define the process and organization required for military and corporate capability management. The MilCM WG is mandated to determine the preferred / recommended approach for Military Operational CM within CFD, required skill sets, organizational structure, internal relationships, governance, and the reporting framework. The CorpCM WG has a similar mandate with a focus on Departmental/Institutional capabilities (reporting to Government, enterprise management, human resources, etc.). In striving to achieve their mandates, the two WGs will leverage experience and expertise within DND/CF and that of our allies and partners (industry, research and technology, etc…). In addition, the use of existing operational research tools and models, as well as capability engineering and architecture approaches to capability management will be examined in detail. The goal is to identify and develop a single process to drive the capability management function for the CF from both a military and corporate perspective.
