In his endorsement, CFCWO Daniel Gilbert notes:
. . . the DMASc will help members of the NCM corps meet the strategic objectives set in NCM 2020. . . . It will facilitate the acquisition of additional knowledge and competencies necessary to face the diverse and demanding tasks NCMs are required to perform in the new volatile, uncertain, complex and ambiguous military environment of today and the future.
Introduction
Over the past year, the Canadian Defence Academy (CDA) has been working with OntarioLearn.com to develop a two-year diploma program in Military Arts and Science (DMASc) intended specifically for – but not limited to – non-commissioned members (NCMs) of the Canadian Forces (CF).
The aim of the DMASc program is to:
Provide NCMs along with other people interested in military affairs, a comprehensive knowledge of leadership, critical thinking, security studies, resource management, and communications skills.
Beginning in September, the DMASc will be offered by distance learning through OntarioLearn.com for English-speaking students.
DMASc Program Overview
The DMASc consists of 20 courses and all 20 courses must be successfully completed for students to graduate (see Table 1 below for the course structure of the English program). Students have up to 10 years to complete the program.

Credit Transfer
A total of six Prior Learning Assessment (PLA) credits, two each, have been granted toward the DMASc program for the following Non-Commissioned Member Professional Development (NCMPD) courses: Intermediate Leadership Qualification (ILQ), Advanced Leadership Qualification (ALQ) and Chief Petty Officer/Chief Warrant Officer Qualification (CPO/CWOQ). In addition, DMASc graduates have been granted 10 of the 30 credits toward the RMC Bachelor of Military Arts and Science (BMASc) or three-year General Bachelor of Arts (BA) degree.
Work experience may also provide some credit toward the DMASc. Learners will have to investigate this possibility with the community colleges.
Eligibility
The DMASc is available to all members of the Canadian Forces and their dependants (regular and reserve forces), civilian employees of the Department of National Defence (DND) and the general public.
Generally speaking, for community colleges, the tuition fee per course is $300 with textbooks cost per course between $70-$100. At the RMC, tuition fee per course is $370 for Department of National Defence (DND) personnel and $490 for non-DND personnel with textbooks cost per course between $100-$120.
Members of the Canadian Forces interested in taking the DMASc may seek reimbursement of their education expenses by completing an Individual Learning Plan (ILP).
Note that costs incurred to apply to the DMASc program and for any Prior Learning Assessment (PLA) conducted by the colleges are reimbursable under the ILP. The completed ILP is sent to your Base Personnel Selection Officer who will staff as required to CDA for approval. Members of the CF are encouraged to submit an ILP prior to applying to the DMASc program as courses completed prior to ILP submission may not be eligible for reimbursement.
