  1. The scenario-based capability planning process enables the Canadian Forces (CF) to better analyse future requirements and thus assist in the development of an appropriate force structure. The Force Planning Scenarios are used to:

    • assess risk;
    • describe operational considerations, resource requirements, and other influencing factors; and
    • rationalize capability requirements.

  2. While the scenario framework is still in development, eleven scenarios have been outlined which span the spectrum of conflict and operations envisioned for the CF. The scenarios will continuously evolve to ensure they reflect the strategic environment and Canada's defence perspectives.
