Chief Warrant Officer Frank Emond

In recognition of exceptional skill in resolving complaints, thereby contributing to the well-being of the DND/CF community,

Chief Warrant Officer Frank Emond

is awarded the Commendation for Complaint Resolution of the Ombudsman for the Department of National Defence and the Canadian Forces.

In a 35-year career of principled service to his country, Chief Warrant Officer Emond, a Member of the Order of Military Merit, has filled many roles across Canada and abroad, making a valued contribution to the impact of the Canadian Forces and the life of its people.

In particular, Chief Warrant Officer Emond has shown consistent personal commitment to helping members under stress find positive ways to deal with their concerns — often resolving problems by thinking “outside the box,” and respecting not just the rules but the spirit behind them. While treating vulnerable individuals with respect and sensitivity that creates trust, he also identifies systemic problems and pursues change that will foster a healthy environment. His genuine care for members and vigorous efforts to right wrongs have earned widespread respect and confidence among his colleagues.

The Ombudsman for the Department of National Defence and the Canadian Forces salutes and commends Chief Warrant Officer Emond’s exceptional dedication.
