About CFPM

The Canadian Forces Provost Marshal (CFPM) is responsible for developing policies and plans to guide the management of security and military police resources of the Department.

The CFPM is the Branch Advisor for the Canadian Forces Security Branch, an active member of the Canadian Association of Chiefs of Police and the departmental member of the interdepartmental Security Advisory Committee. The CFPM also exercises command and control over the National Investigation Service as the Commanding Officer.

In carrying out these duties, the CFPM has the following Deputies and Ocs and;

The Deputy Provost Marshall - Security (DPM Secur)

DPM Secur is the Departmental Security Officer (DSO) responsible for the integration of all aspects of security in the Department of National Defence, which includes implementation of Government Security Policies, maintenance of the National Defence Security Program, and development of the Canadian Forces Force Protection Program. Specifically, DPM Secur oversees the certification aspect of the Security Clearance Program (which includes both the Reliability Screening and the Security Clearance), the Security Awareness Program, monitoring and advice on NATO and International Security Issues, Security in Contracts and Plans, and Physical Security. DPM Secur also monitors the security violation process and is responsible for developing security policies and directives concerning security of information, personnel and protection policies.

Police Services

The Deputy Provost Marshal of Police Services (DPM Police) is responsible for providing a myriad of police advisory and technical services. These include developing Military Police policies and directives, and insuring for the quality control of all MP investigation reports. Police Services also maintains and manages police data.

Canadian Forces National Investigation Service

The Deputy Provost Marshal of the National Investigation Service is (DPM NIS) organized in four regions, each commanded by an Officer in Charge (OC). Each regional OC is responsible for the operation and administration of their respective detachment. They conduct investigations into criminal and service offences which are considered serious and/or sensitive in nature. The CFPM is the Commanding Officer of the NIS.

Professional Standards

The Deputy Provost Marshal of Professional Standards (DPM PS) oversees the evaluation of MP functions to ensure consistency with jurisprudence and accepted Canadian policing standards, manages Public Complaint and internal MP misconduct investigations, administers the MP Credentials Review Board and ensures adherence to the MP Professional Code of Conduct.

Security

The Deputy Provost Marshal of Security (DPM Secur) is responsible for all aspects of policy in the Department of National Defence. Security oversees the certification aspect of the Security Clearance Program (which includes both the Reliability Screening and the Security Clearance) and the Security Awareness Program. Security also monitors the security violation process.

Operations and Plans

The Deputy Provost Marshal of Operations and Plans (DPM Ops and Plans) is responsible for the development of joint MP doctrine, deployed operations, plans, operational taskings, force development and research into matters affecting security and military police operations in peace and in war.

Resource Management

The Deputy Provost Marshal of Resource Management (DPM RM) is responsible for managing the CFPM's administration, strategic planning, resource acquisition and information management requirements. The Deputy of RM also performs financial comptrollership for the other Sections (as above) and the National Investigation Service.
