2004 – 2005 Contribution Guidelines


6. Canadian Sport Centre Program

6.1 Objective

The Coaching Association of Canada (CAC), the Canadian Olympic Committee (COC) and Sport Canada have joined together in a partnership committed to supporting a coordinated network of Canadian Sport Centres (CSCs) across Canada in order to provide services to all registered national carded athletes and to enhance the training environment of selected high performance athletes. Support from provincial governments and others are also available at most, if not all, CSCs.

The founding partners view CSCs as a major vehicle to enhance the level and increase the efficiency of delivery of service to high performance athletes and coaches. CSC activity is intended to complement the programming of NSOs in the pursuit of high performance excellence with a focus on coordinating access and delivery of essential support services for athletes and coaches at their site of regular training in Canada.

6.2 Eligibility

Eligibility for federal funding support is limited to the current network of CSCs.

6.2.1 Accountability

CSCs are required to work towards the National Standards outlined in the Sport Canada Accountability Framework for Multi Sport Organizations. The Accountability Framework is the means by which the federal government ensures the achievement of key goals. All nationally funded organizations will be required to incorporate the Accountability policy areas within their strategic and operating plans. The framework document is available through Sport Canada.

6.3 Contribution Blocks

Requests are grouped into contribution blocks to allow of analysis in the distribution of public funds in support of federal government objectives.

Expense/revenue details should be clearly presented and referenced in the CSCs strategic and annual operating plans. Objectives and expected outcomes must be clearly identified in the application.

Funding is provided through the following Contribution Blocks:

  • Administration
  • Official Languages
  • Staff Salaries
  • Operations/Programming

Where travel, meals and accommodation costs are being claimed, these must be in accordance with Treasury Board guidelines as outlined in section 9 of this booklet. Capital costs are not allowable expenses.

6.3.1 Administration

Allowable Expenses: Funding is available to support expenses such as general administrative costs, travel, meals, accommodations and room rental for meetings.

Restrictions and conditions: CSCs may allocate up to 25 percent of the total Sport Canada contribution toward the Administration block.

6.3.2 Official Languages

Description: The Official Languages block includes projects that support the advancement of objectives covered in the Enhanced Excellence, Enhanced Participation and Enhanced Capacity goal statements.

Allowable Expenses: Funding is available to support expenses such as translation, simultaneous interpretation, language training, targeted mentorship and other official languages projects.

Eligible Projects:

  • Translation
  • Simultaneous Interpretation
  • Language Training
  • Targeted Mentorship
  • Other Projects

Restrictions and Conditions: CSCs may allocate up to 5% of the total Sport Canada contribution toward the Official Languages block.

6.3.3 Staff Salaries

Allowable Expenses: Support is available toward expenses such as salaries and travel expenses for full-time and/or part-time technical and administrative staff.

Restrictions and Conditions: CSCs must include a request for each position they intend to support as part of the application, including name of the person and title of the position.

The Sport Canada salary contribution to any position may not exceed $55,000.

Statutory deductions such as Canada Pension Plan, Employment Insurance and provincial medical plans may be claimed against salary contributions.

The employer is responsible for:

  • all discretionary benefits negotiated as part of an employment package,
  • payments in lieu of vacation leave,
  • overtime payment,
  • costs resulting from an overlap of old and new employees, and
  • severance payments.

Conflict of Interest: Recipients will be required to indicate that any former Federal public office holder or Federal public servant who is employed by the organization funded under these terms and conditions is in compliance with the post-employment provisions of the CSCs relevant Conflict of Interest and Post Employment Code.

6.3.4 Operations/Programming

Allowable expenses: Support is available towards activities and programming being undertaken by the CSC in accordance with its strategic and annual operating plans.

6.4 Application Process

Applications must be fully supported by documentation in the financial, operational and technical program areas, and clearly demonstrate the past year's achievements and future plans.

The following detailed information must accompany the application:

  • A letter of application containing a statement of Priorities and Goals for the coming year.

  • A signed General Application Form (GAF), at Annex CSS - A.

  • A progress report that describes the CSCs achievements against the priorities and goals outlined in the 2003-2004 application and consistent with Sport Canada support, the CSCs contribution to the development of the Canadian sport system, and alignment with the federal government's social accountability priorities.

  • The most recent financial statement for the current fiscal year.

  • The most recent audited financial statement signed by an authorized representative, if not already provided to Sport Canada.

  • The multi-year plan with objectives and targets that link to the three pillars of the Canadian Sport Policy - Excellence, Participation, Capacity.

  • The 2004-2005 Operating Plan, which links to the multi-year plan and includes indicators and targets for major initiatives for which support is being requested.

  • The projected revenue and expense budget for 2004-2005. Proposed projects should appear as line items to offer the required level of detail. When the Sport Canada Program Officer requests more detail, individual project cost breakdowns must be made available.

  • A projection of cash flow needs for 2004-2005. Consistent with the principle that federal government contributions should be delivered in accordance with an organization's cycle of events and be related to projects for which funding is being provided, CSCs are asked to project their cash flow needs, in percentage terms, on a month-by-month basis.

  • Completed application forms.

    • Annex CSC - A - The General Application Form, contains required general data about the organization.
    • Annex CSC - B - The Contribution Summary Form, summarizes the overall contribution request by block.
    • Annex CSC - C - The Project Application Form, should be used to provide a project-by-project breakdown of the requests in each block. The list of projects provided in each block should relate directly to the CSCs annual and multi-year plans and the proposed budget.

  • Beginning in 2004-2005, Sport Canada will require additional information related to its reporting requirements to Treasury Board. These reporting elements will be communicated to each CSC by their Sport Canada Program Officer.

Note:   Sport Canada requires that every CSC have in place a multi-year plan and annual operating plans that address its program objectives, which complement the Canadian Sport Policy.

Applications are due at Sport Canada on February 6, 2004.
