Government of Canada Announces Funding for the Quebec Board of Black Educators

MONTRÉAL, September 8, 2003 -- Lucienne Robillard, President of the Treasury Board, Minister Responsible for Infrastructure and Member of Parliament for Westmount-Ville-Marie, on behalf of Secretary of State (Multiculturalism) (Status of Women) Jean Augustine, today announced funding of $17,985 for the Quebec Board of Black Educators to help finance its research on young English-speaking Blacks that attend French-language secondary schools.

"The educational success of our youth is of great importance to their future and to all of Canada," said Minister Robillard. "I am pleased to announce this funding, which will contribute to the success of young English-speaking Blacks in school."

"Creating opportunities for Canadian citizens of all origins to fully participate in society is a priority of the Government of Canada," said Secretary of State Augustine. "There is no doubt that this research project supports this objective."

The financial assistance will fund research that aims to evaluate the drop-out rate of young English-speaking Blacks in French-language schools and compare it with the overall rate for youth in Quebec. This research will help to identify the influence of schools, parents, and the community on the youth drop-out rate, and to evaluate the degree to which the Black English-speaking community is able to support parents and schools in guaranteeing academic success for young people. Recommendations will be given to school officials, parents, and community organizations.

Financial assistance is provided by the Department of Canadian Heritage through its Multiculturalism Program. This Program promotes full and equitable participation from people of all origins in Canadian society, as well as interaction between diverse individuals and communities. It also encourages public institutions to be respectful and inclusive of Canada's multicultural character.

Funding for this project was provided for in the February 2003 federal Budget.
