GOVERNMENT OF SASKATCHEWAN FRENCH-LANGUAGE SERVICES STRATEGIC PLAN
2005-2006   TO   2008-2009



PREAMBLE

  1. Introduction

    Saskatchewan is proud to present its first French-language Services Strategic Plan. The general objective of the plan is to enhance the delivery of French-language services in sectors important to Saskatchewan´s Francophone community, as defined in the 2005-2006 Government Relations Strategic Plan. The French-language Services Strategic Plan focuses on six activity sectors to which the province plans to devote its energy over the period from 2005-2006 to 2008-2009:

    • French-language Services Policy and guidelines
    • Saskatchewan Legislative Assembly
    • Department of Justice
    • Communication
    • Service development and delivery
    • Consultation

    The plan outlines the strategies, results and performance indicators for these six priority sectors.

  2. General Direction

    The general objective of the plan, which is to enhance Saskatchewan´s ability and means of offering French-language services in support of the development and vitality of its Francophone community, will be achieved, due to an increase in funding under the current agreement. It will be used to implement the objectives targeted in the Government of Saskatchewan French-language Services Policy: communication, service development and delivery, and consultation. It is a logical and realistic plan that respects the province´s social, economic and cultural reality. It reflects the desire and importance of the Canadian and Saskatchewan governments to work together.

  3. Objectives

    There are four secondary objectives associated with Saskatchewan´s French-language Services Strategic Plan:

    • To provide government departments, Crown corporations and agencies with the means and structures they need to enhance their French-language services
    • To promote Canada´s linguistic duality by enhancing contributions from the Francophone community and by providing it with greater provincial and national visibility
    • To work together with the Government of Canada and the other provincial/territorial governments to provide mutual assistance in order to more effectively contribute to the development and vitality of the Canadian Francophone community
    • To consult the Francophone community on an ongoing basis to ensure existing services meet the priority needs identified by the community.

  5. Priorities and Implementation Strategy

    The priority areas associated with the six activity sectors of the strategic plan are intended to support the implementation of the Government of Saskatchewan French-language Services Policy:

    • Establishment of guidelines to support the implementation of the Policy;
    • Willingness to increase and enhance French-language services within the Legislative Assembly;
    • Support of Department of Justice efforts to offer French-language services in sectors other than Court Services (such as family justice, civil justice, mediation and others);
    • Increased communication in French – correspondance, promotion of services, visibility of the Francophone community, availability of French forms, promotion of linguistic duality, public notices and signs;
    • Incorporation of a French-language component in new government programs, in particular programs that are directly related to the Francophone community priority sectors;
    • Development of a French-language component to existing programs that are directly related to the Francophone community priority sectors;
    • Active offer of existing services in French;
    • Establishment of an efficient, effective mechanism to increase the active offer of French-language programs in a structure that creates a comfort zone for the Francophone community;
    • Appointment by the government and its bodies of French-speaking individuals to government agencies, boards and commissions;
    • Support government departments, Crown corporations and agencies who are required to establish structured mechanisms for consultation with Francophone community organizations;
    • Collaboration with federal and provincial/territorial governments.

  6. Community Consultation

    Throughout the process of developing the 2005-2009 strategic plan, the Joint Provincial Government - Francophone Community Liaison Committee on French-language Services (Joint Liaison Committee) is the mechanism to be used in consulting the community. The Committee, composed of five representatives from the Francophone community and five representatives from the provincial government, met four times to review the various elements of the plan, analyze them and recommend changes. Other, less formal consultations took place during meetings of the Justice-AJEFS French-language Court Services Committee, the Joint Learning / Fransaskois Community Committee (post-secondary services), the Immigration-ACF working committee, and during meetings between the Department of Health and the Réseau santé en français de la Saskatchewan (RSFS) [Saskatchewan French Health Services Network], etc.

    In addition to the above consultations, many government departments, Crown corporations and agencies were consulted on several occasions on the strategies, results and performance indicators of the strategic plan.

  7. Evaluation of anticipated results

    To accomplish this important element of its strategic plan, Saskatchewan will confirm the level of success for the performance indicators that have been retained. The following measures will be used:

    • Studies of existing French-language programs and services;
    • Surveys of government departments, Crown corporations and agencies to learn what French-language programs and services are being offered;
    • Review of annual reports on French-language services;
    • Surveys of members of the Francophone community to determine their awareness of French-language government programs;
    • Consultations with Francophone community sectoral organizations;
    • Participation of the Joint Liaison Committee in the evaluation process.

  8. Conclusion

    During the next four years, Saskatchewan will work to implement its French-language Services Policy, thus enhancing the delivery of French-language services in sectors important to Saskatchewan´s Francophone community. To do that, it will work together with the Government of Canada to reach its ambitious goals, which, once they have been met, will ensure the development and vitality of the Francophone community and thus contribute to the promotion of Canada´s linguistic duality.

Implement the Government of Saskatchewan French-language Services Policy within the framework of the Federal Action Plan for Official Languages and the Canada-Saskatchewan Agreement on French-language Services.


Guidelines and a timeframe are established for the implementation of the Government of Saskatchewan French-language Services Policy.

Government departments, Crown corporations and agencies implement projects pursuant to the three service goals outlined in the Policy: communication, service development and delivery and consultation.


Number of departments, Crown corporations and agencies who understand and adhere to the Policy and its guidelines and who develop an internal implementation plan.
