Canadian Heritage (Sport Canada)’s mission:
“to enhance opportunities for Canadians to participate and excel in sport.”

What we do:
PCH (Sport Canada) supports the achievement of high performance excellence and the development of the Canadian sport system to strengthen the unique contribution that sport makes to Canadian identity, culture and society.

Our 2003-2004 Budget:

How we Deliver:
Sport Support:

  • Organizations funded:
    • 55 National Sport Organizations (NSO),
    • 20 Multisport / Services Organizations  (MSO) and;
    • 8 Canadian Sport Centres (CSC)
  • Bilaterals with provinces: 11

Hosting Program

  • International Single Sport Events (ISSE) funded:
    • 34 less than $50K;
    • 2 between $50K and $250K and;
    • 3 over $250K.
  • Sport Canada missions sent: 6, including 3 outside Canada

Athlete Assistance Program

  • Senior cards awarded: 848 athletes, including 365 women and 162 Paralympic athletes
  • Development cards awarded: 587 athletes, including 303 women and 16 Paralympic athletes
  • First-time cards awarded: 431 athletes, 67% were new development cards
  • The top 3 able-bodied sports awarded the most cards overall:
    • Rowing (73 cards)
    • Athletics (70 cards)
    • Swimming (58 cards)
  • The top 3 Paralympic sports awarded the most cards overall:
    • Athletics (44 cards)
    • Sledge Hockey (15 cards)
    • Swimming (14 cards)

Participation

  • Participation projects funded: 30
  • Of the 30 projects, 8 were new and 27 were multi-year
  • New participants reached through participation projects: over 150,000
  • The target groups represented* were youth (77%), women (17%), Aboriginal (13%), disadvantaged (10%), and disabled (7%)     *Total adds up to more than 100% due to multiple responses.

Excellence

  • Canadian athletes participated in 44 World Championships during the 2003 calendar year.  Overall, the performances were the following:
    • 13 Gold, 12 Silver, 12 Bronze medals,
    • 89 top 8 (4th to 8th)
    • 105 top 16 (9th to 16th)
    • 28 sports achieved top 8 performances.

Supported through the sport review process:

  • 2004 Summer Olympic Games:
    • 20 individual sports, 5 team sports, 110 individual sport athletes, and 71 team sport athletes.
  • 2004 Summer Paralympic Games:
    • 6 individual sports, 3 team sports, 53 individual sport athletes, and 42 team sport athletes.
  • 2006 Winter Olympic Games:
    • 10 individual sports, 1 team sport, 96 individual sport athletes, and 44 team sport athletes.
  • 2006 Winter Paralympic Games:
    • 2 individual sports, 1 team sport, 7 individual sport athletes, and 15 team sport athletes.

Capacity Building

  • Paid coaches on National Teams: 427 (9% were women)
  • Full-time paid coaches on National Teams: 167 (15% women)
  • Competency Based Education and Training (CBET): 42 NSOs have completed the CBET participant development model; 50 NSOs are developing the CBET competition stream and 28 NSOs are developing the CBET instruction stream as part of the National Coaching Certification Program (NCCP).
  • Level 4 coaches: 712 
  • Level 5 coaches: 77
  • Carded athletes receiving tuition: 435
  • Former carded athletes receiving deferred tuition: 118
  • Doping tests conducted by the Canadian Centre for Ethics in Sport (CCES): 2335 tests on Canadian athletes and 566 on non-Canadian athletes.
  • Total doping infractions from CCES testing: 22 (11 Canadian athletes and 11 non-Canadian athletes)

Multi-Sport Games

  • Multi-Sport Games occurring outside Canada: 2 (Pan-American Games in Santo Domingo and Special Olympic Games in Dublin)
  • Multi-Sport Games hosted in Canada: 1 (Arctic Winter Games, where there was 59 events and 894 Canadian Athletes participated)
