Manitoba & Federal Government Sign an Agreement on School Management for Franco-Manitobans

Winnipeg, November 5, 1994 The Honourable Michel Dupuy, Minister of Canadian Heritage, and the Honourable Darren Praznik, Manitoba's Minister Responsible for French Language Services, on behalf of the Honourable Clayton Manness, Manitoba's Minister of Education and Training, today signed a special agreement for the implementation of Francophone School governance in Manitoba.

In Mr. Dupuy's words, "this agreement officially places responsibility for managing French- language schools in the hands of the province's Francophones. School management means establishing an institutional network that belongs to these communities in the field of education, which is of crucial importance. This is a historic step we are taking: the full application of section 23 of the Canadian Charter of Rights and Freedoms."

Mr. Praznik said, "our governement is pleased with the level of cooperation and support of the federal government in securing additional funding for the implementation of governance in Manitoba."

The five-year agreement officially concluded today is the culmination of several years of co-operation between the two levels of government and Franco-Manitobans. This initiative reflects the federal government's commitment to work with provincial and territorial governments to enhance the vitality of Canada's official languages communities.
