The Government of Canada Announces Funding of $62.7 Million for Canadian Athletes

OTTAWA, September 26, 2002 -- Secretary of State (Amateur Sport) Paul DeVillers today announced $62.7 million in funding, from the Department of Canadian Heritage, Sport Canada, for four programs to support Canadian athletes. The Secretary of State will be attending the 10th Annual Athletes Forum in Ste-Foy, Quebec.

"The Government of Canada is committed to strengthening the system that supports our athletes," said Secretary of State DeVillers. "The support measures provided by these programs are key components of the Canadian sport system that will provide our athletes with the training, the facilities and the resources they need to excel on an international scale."

"Canadians are proud of the achievements of our athletes," said Minister of Canadian Heritage Sheila Copps. "This funding also recognizes the unique contribution that sport makes to Canadian identity, culture and society."

The Athlete Assistance Program (AAP) will receive $15.8 million for 2002-2003 to assist approximately 1400 international-calibre athletes by providing them with living and training allowances and, where applicable, funds for tuition expenses.

The National Sport Organization Program will receive $30.3 million for 2002-2003, in order to be able to help 53 sport organizations in areas such as national team programming and the development of coaches and officials. Sport organizations that have met all the requirements of the Sport Funding and Accountability Framework (SFAF) are eligible for support.

The Multi-Sport/Multi-Services Organization Support Program will receive $12.5 million for 2002-2003 to assist 19 multi-sport and multi-service organizations, including the Althletes CAN and the Canada Games Council.

The Canadian Sport Centres Program will receive $3.4 million for 2002-2003 to support Canadian sport centres in Victoria (funded through legacy fund), Vancouver, Calgary, Saskatchewan, Manitoba, Ontario, Montreal, and Atlantic Canada (Halifax and Fredericton) to improve the training conditions for high-level athletes and coaches in Canada.

BACKGROUNDER - I

NATIONAL SPORT ORGANIZATION SUPPORT PROGRAM
Funding for 2002 - 2003: $30.3 M

Support provided to National Sport Organizations is targeted to priority areas such as national team programming and the development of coaches and officials. Assistance is also provided for staff and coach salaries along with general national sport organization operations.

Canada's high performance athletes with a disability can access coaching and training assistance via support provided to the organization responsible for that sport, such as Volleyball Canada (volleyball) and the Canadian Wheelchair Sports Association (wheelchair rugby).

The NSO Support Program assists sport organizations in their pursuit of sport objectives that are shared by the federal government. The program is open to sport organizations that have met the full requirements of the Sport Funding and Accountability Framework (SFAF).

The SFAF is an objective program management tool to ensure that federal funds are allocated to NSOs that contribute directly to federal sport objectives and priorities. It encompasses four main components: eligibility, assessment, funding and accountability. BACKGROUNDER - II

ATHLETE ASSISTANCE PROGRAM
Funding for 2002 - 2003: $15.8 M

The Athlete Assistance Program (AAP) is a major source of financial support for Canadian amateur high performance athletes. The program contributes to improving Canadian performances at major international sporting events. To this end, the AAP identifies and financially supports athletes already at, or having the potential, to be among the top 16 in the world in their sport.

The financial assistance provided to identify Carded Canadian athletes comes in the form of a monthly living and training allowance. This assistance helps approximately 1400 athletes with their training and competition needs, as well as assists in preparing for a post-sport career. The financial assistance goes directly to the athletes.


BACKGROUNDER - III

MULTI-SPORT / MULTI-SERVICE ORGANIZATION SUPPORT PROGRAM
Funding for 2002 - 2003: $13.2 M

The Multi-Sport Organization Support Program (MSO) assists multi-sport/multi-service sport organizations to deliver programs and services to eligible sport organizations.

There are two basic types of MSOs. First, Games organizations manage Canadian entries into high performance games such as the Olympics and Paralympics Games, Special Olympics and Commonwealth Games. Second, Service and Advocacy organizations such as the Coaching Association of Canada or Athletes CAN provide direct services to national sport organizations or athletes in a cost effective manner.

National Sport Centres (NSCs) offer a variety of sport technical, medical/paramedical and general support services aimed at improving the training environment for Canada's top athletes.

Sport Canada determines funding to MSOs and NSCs according to the needs of the sport community and how their services may contribute to federal priorities for sport.
