Part XVII - Curriculum

  1. Compatible education (enseignement compatible) means an education system, which provides an educational curriculum and services compatible with those normally provided without charge in schools in Ontario from junior kindergarten to secondary school graduation, taking into consideration:
    1. (i) the desirability of continuation in the child's educational stream, and
    2. (ii) The educational history and other personal factors pertinent to the child's education.
    Local State non-paying schools - It is expected that the majority of children at the elementary and secondary level will be educated at the post. This will occur at the nearest compatible non-fee paying state school to their place of duty/residence in the appropriate official language. See below for the authorized schooling at the post.
  2. Education Allowance (indemnité scolaire) is an allowance for admissible education expenses, provided on an annual basis to members outside Canada with dependents students/children to obtain compatible schooling that will enable the dependant to continue in the chosen educational stream and will facilitate re-entry into the next higher grade level at a provincial public school system upon return to Canada. Admissible Education expenses:Go to FSD 34.01(c)

    Post Ceiling -FSD 34.03(a) - Where a dependent child is being educated at the elementary or secondary level at a compatible educational facility at the member's post, an education allowance for admissible education expenses may be authorized in accordance with FSD 34 providing certain conditions have been met. If schooling at a non-fee paying state school is not compatible, see below for the local authorized Post Ceiling School at the post.
  3. Education age parameters:
    1. (i) Junior kindergarten, kindergarten school optional programs, as offered by theOntario Ministry of Education, for students aged 3 years 8 months/4 years 8 months as of September 1 of the school year, or as of January 1 of the school year in the southern hemisphere;
    2. (ii) Elementary school programs equivalent to Ontario grades 1 to 8, or to Quebec grades 1 to 6, as applicable; and
    3. (iii) Secondary school programs equivalent to Ontario grades 9 to 12, or to Quebec Secondary I to Secondary V and general pre-university CEGEP I and II, as applicable.

Roman Catholic education comparable to that provided by theOntario Ministry of Education. Where Roman Catholic education is not available, expenses for Roman Catholic religious instruction may be claimed.

FAMILY REUNION TRAVEL – READ IN CONJUNCTION WITHFSD 51- FAMILY REUNION

PARAMETERS OF FAMILY REUNION TRAVEL:

Travel allowances are based on airfare and take into consideration:

  1. (i) That bookings will be done 60 days or more prior to travel date
  2. (ii) That the most economical airfare (including APEX/discounted/seat sale/excursion fare) will be used
  3. (iii) That business class is not authorized
  4. (iv) That the most direct routing will be used
  5. (v) That the amount being requested, the "up to" maximum, represents the member's actual travel costs only (cost of hotel, meals etc are not included)
  6. (vi) That boarding passes, airline tickets, travel itineraries are kept for a period of six years to satisfy audit requirements.
  7. (vii) That a photocopy of boarding passes, or airline tickets will be submitted to the Outside Canada Support unit for inclusion in the member's education file within 30 days after completion of Family Reunion Travel.

Members are to be aware that:

  1. (i) Travel bookings made on short notice, which may result in a higher airfare, will not result in a higher allowance
  2. (ii) Higher actual costs due to personal booking choices will not increase the amount of the allowance.
    NOTE: Members will have the responsibility to arrange for such trips and be responsible for fares they are charged.
  3. (iii) The allowance does not include member's personal preferences such as length of stay, chosen travel dates or choice of more expensive air carrier.
  4. (iv) Stopover supplements will not be included.
  5. (v) The nine/twelve hour provision for upgrading to business class shall not apply.
  6. (vi) Lowest available airfare means that advance booking fares are the norm, as opposed to last minute bookings, which would result in higher fares.
  7. (vii) Flight Insurance on travel bookings is not required, nor will it be reimbursed.

THIRD LOCATION FAMILY REUNION TRAVEL:

The third location must be on the Treasury Board approved direct routing.

In determining third location for family reunion travel based on direct routing to/from post using the most practical direct flight, as defined below, the member shall provide the itinerary showing the intended third location using a carrier associated with one of the following airline alliances:

  1. a. Star alliance

  3. c. Northwest Airlines Global Alliance Partners

EDUCATION ALLOWANCE ADMINISTRATION BY OUTSIDE CANADA SUPPORT UNIT

  1. The Outside Canada Support Unit Approving Authority Officer may approve certain Education and Travel Allowances being guided by administrative procedures and allowance limits outlined in the Foreign Posting Education and Related Allowances “How To” book using the established rate and/or assign an amount using the supporting fee schedules to an admissible item as outlined and provided for in this Part. DCBA 5/Dependent Education Management is the delegated Approving Authority for Education and Travel Allowances under CBI Chapter 10 MFSI SECTION 12.

    (a) (Outside Canada Support Unit Approving Authority Officer) for Education allowances means the:

  1. Approval for an amount greater than the authorized approved allowance listed in the PART XIII: OUTSIDE CANADA SUPPORT UNIT APPROVING AUTHORITY OFFICER APPROVAL GUIDELINES requires approval of DGCB/DCBA 5/DEM or submission to the appropriate foreign service interdepartmental coordinating committee.
  2. Rates, age parameters and allowance parameters are set within Treasury Board guidelines and are the same for all government departments with members serving outside Canada.
  3. Prior to approval, the Outside Canada Support Unit Approving Authority Officer is to ensure allowances are within age parameters and amounts listed in this Part or that allowance parameters are not exceeded.
