622.00  The Department of National Defence assumes the provincial responsibility for provision of education facilities in the appropriate official language for dependent students abroad to the same extent as such instruction is provided in Ontario (Canadian) schools under section 23, Minority Language Educational Rights, Charter of Rights and Freedoms. The regulations are intended to provide comparability of or to minimize variations in the conditions of service that apply to a Canadian Forces member in Canada and to a Canadian Forces member at his place of duty outside Canada. Children of Canadian Forces members serving in Canada attend local public primary or secondary schools at no cost to the member. The objective of existing regulations is to provide for education facilities in the appropriate official language, when available, compatible to the Ontario (Canadian) public school system up to the level of Grade 12 or equivalent level. This may include private tutoring in Core French where the educational level of the student is below or above that of the class, form or grade that is attended and such tutoring is recommended by competent educational authorities to ensure compatibility of Core French is maintained. The DND policy is not to exceed 50 hours of Core French tutoring during a 12-month period commencing 01 September each year on behalf of a Senior Kindergarten to Grade 12 student. A list of established Language tutoring post ceilings outlining maximum approved hourly rates may be obtained from the Dependent Education Management Web Site or from your Outside Canada Support Unit. Well-substantiated requests to amend existing cost per hour or to establish a new Language tutoring post ceiling may be directed to NDHQ/DCBA 5 by the Outside Canada Support Unit Approving Authority.

622.01  The Ontario Ministry of Education requires that all elementary students receive a minimum of 600 hours of Core French by the end of Grade 8. Such mandatory classroom instruction, which became effective in 1987 academic year, is still valid and must begin no later than Grade 4. Although the number of school boards introducing Core French at the Senior Kindergarten and Grade 1 levels have increased, where school boards begin Core French at Grade 4, daily instruction up to 40 minutes will satisfy the minimum of 600 hours of Core French by the end of Grade 8.

622.02  While the number of school year teaching days under the Ontario primary education system may approximate 37-38 weeks at between 30-40 minutes daily of Core French instruction, experience has shown that under the circumstance where a private tutor is employed such comparable Core French program is compressed to between 44-50 hours annually (i.e., private tutor/student ratio of one to one versus teacher/student ratio of one for 20-25 students).

622.021  It is recognized that language study through distance education could prove difficult to perfect oral skills. Students enrolled in French Second Language programmes with the Avon Maitland Distance Education Centre are therefore entitled to one on one tutoring up to 25 hours per year in order to develop their oral skills in the second language.

622.022  Teacher Resource Books provided with each Language program contains information on adjusting the length of each Unit. Programs are designed to be flexible in terms of length. It is expected that a tutor working one-on-one with be able to complete most supplementary activities provided in the Teacher Resource Book.

622.023  The tutor is expected to carry out formative evaluation using the guidelines provided in the Teacher Resource Book.

622.024  The tutor is responsible for carrying out summative evaluation and testing following the guidelines as provided in the Teacher Resource Book. Outside Canada support units are to provide, as much as possible, photocopies associated with summative evaluation and testing. The Teacher Resource Book is not to be marked in as it is designed to be used from year to year by the tutor.

622.025  French Second Language and French First Language kits are designed to be used by the students and tutor on a year-to-year basis. The only replacement document is the student workbooks. Outside Canada Support Units are to:

  1. maintain an inventory control for each kit, using inventory control sheets provided in this part, and

  2. ensure all Kit items, excluding student workbooks, are returned or the member makes a cheque payable to “Receiver General of Canada” for any missing items contained in the kit.

French Immersion Programs

622.03  It should be noted that French Immersion programs are optional programs for Anglophone pupils and are not contemplated under Section 23, Minority Language Educational Rights, Charter of Rights and Freedoms, as a language of instruction. Attendance in a French Immersion program in Canada would not create an entitlement for private schooling or private tutor expense reimbursement or special education nor establish an entitlement for continued French Immersion education in future years at public expense.

Elementary Students in Senior Kindergarten to Grade 3

622.04  Tutors at the Post will teach students in Grades Senior Kindergarten to Grade 3 using the Core French curriculum from the Renfrew County Board of Education as a guideline. The Core French curriculum is available from the following web site:

622.07  While the number of school year teaching days under the Ontario/Quebec primary education system may approximate 37-38 weeks, experience has shown that under the circumstance where a private tutor is employed such comparable language program is compressed to between 44-50 hours annually (i.e., private tutor/student ratio of one to one versus teacher/student ratio of one for 20-25 students).

622.071  Teacher Resource Book provided with each program contains information on adjusting the length of each Unit. Programs are designed to be flexible in terms of length. It is expected that a tutor working one-on-one will be able to complete most supplementary activities provided in the Teacher Resource Book.

622.072  The tutor is responsible for carrying out summative evaluation and testing following the guidelines as provided in the Teacher Resource Book. Outside Canada support units are to provide, as much as possible, photocopies associated with summative evaluation and testing. The Teacher Resource Book is not to be marked in as it is designed to be used from year to year by the tutor.

622.073  French First Language kits are designed to be used by the students and tutor on a year-to-year basis. The only replacement document is the student workbooks. Elementary grades 1 to 6 workbooks are available from DCBA 5/DEM. Support Units are to maintain an inventory control for each kit, using inventory control sheets provided in this part, and to ensure all Kit item’s, excluding student workbooks, are returned or the member makes a cheque payable to “Receiver General of Canada” for any missing items contained in the kit.

622.08  Tutors at the Post will teach students French First Language at elementary/secondary level using the French First Language curriculum found in the Quebec curriculum document obtained by the tutor online from www.meq.gouv.qc.ca. The tutor is responsible for carrying out summative evaluation and testing following the guidelines as provided in the Teacher Resource Book. Outside Canada support units are to provide, as much as possible, photocopies associated with summative evaluation and testing. The Teacher Resource Book is not to be marked in as it is designed to be used from year to year by the tutor. The distance learning course materials supplied follows the French Language Arts curriculum guidelines set by the Quebec Ministry of Education. These curriculum guidelines are designed for distance learning and provide a structural learning package both for the student and the Tutor at the Post to follow.

622.09  French First Language material for tutoring is available from the Outside Canada Support Unit. These packages are available on a sign-out basis by the member and the member is responsible for returning the package prior to starting the next grade level. Each package will contain:

SECTION 4:  ENGLISH LANGUAGE PROGRAMS

622.11  The Department of National Defence assumes the provincial responsibility for provision of education facilities in the appropriate official language for dependent students abroad to the same extent as such instruction is provided in Ontario (Canadian) schools under section 23, Minority Language Educational Rights, Charter of Rights and Freedoms. This may include private tutoring in English where the educational level of the student is below or above that of the class, form or grade that is attended and such tutoring is recommended by competent educational authorities to ensure compatibility of English is maintained. The Treasury Board policy is not to exceed 50 hours of English tutoring during a 12-month period commencing 01 September each year on behalf of a Senior Kindergarten to Grade 12 student.

622.12  While the number of school year teaching days under the Ontario primary education system may approximate 37-38 weeks, experience has shown that under the circumstance where a private tutor is employed such comparable English program is compressed to between 44-50 hours annually (i.e., private tutor/student ratio of one to one versus teacher/student ratio of one for 20-25 students).

English as a Second Language

622.13   A member of a student requiring English as a Second Language instruction prior to arrival at the Post or a student that will require English as a Second Language at the post is to contact DCBA 5/Dependent Education Management.

SECTION 5:  SECONDARY FRENCH AS A SECOND LANGUAGE FOR A CREDIT BY DISTANCE EDUCATION

622.14  French as a Second Language for Ontario Credits may be obtained from:

  1. On-line Distance Education from the Avon Maitland Distance Education Centre (French program available SY 2003/2004); or
  2. The TV Ontario's Independent Learning Centre

Secondary Students in Grade 9 to 12 - Avon Maitland Distance Education Centre

622.15  The Department has an agreement with the Avon Maitland Distance Education Centre – www.amdec.ca, to provide on-line distance learning for French as a Second Language for all students in Grade 9-11 starting school year 2003/2004. It is recognized that language study through distance education could prove difficult to perfect oral skills. Students enrolled in French Second Language programmes with the Avon Maitland Distance Education Centre are therefore entitled to one on one tutoring up to 25 hours per year in order to develop their oral skills in the second language.

622.151  To register for the Avon Maitland Distance Education Centre courses, the application form is available from the AMDEC Registration site:

Note:  This form must be forwarded to the Outside Canada Support unit along with Form 13DIS - Distance Education/Supplementary Courses or Programs.

622.152  Information on the Avon Maitland Distance Education Centre on-line distance education:

  1. General Information:

    Avon Maitland Distance Education Centre?
The Avon Maitland District Education Centre (AMDEC) is an online secondary school credit program administered by the Avon Maitland District School Board.

    What is online learning?

Online learning is a system through which curriculum is delivered over a wide area network. Over this wide area network, the student is able to connect to the AMDEC site, login to a course in which the student is registered, and proceed with course work. This means that the student can work on course material at any time, and from anywhere, provided the student has a computer and Internet access.

Do online credits count toward my secondary school diploma?

Yes. Online courses are just like the courses offered in a regular Ontario school setting. The Avon Maitland Distance Education Centre also has a guidance counsellor who will be able to assist the student with course selections and choices based on both your individual needs and diploma requirements.

    What does "Continuous Entry" mean?

All AMDEC courses run on a continuous entry model. What this essentially means is that once a student has completed the registration process, he/she will be placed into the course(s) immediately and can work at their own speed. The AMDEC operates on a September - June school year calendar. Some students will want to take the whole school year to complete their courses, while other students will want to move through their courses more quickly. The point is, students will have a choice!

While continuous entry provides students with a great deal of academic freedom, it does not mean that students don't have to keep up with work during the course. Once a student has been admitted to a course, he/she will be expected to login regularly, work at the material, participate in class chats, etc. Remember, whether students choose to spend a full ten months on the course or to "fast track", you are expected to be active in the course, hand in assignments, take tests, etc.

Because AMDEC operates within a traditional school year calendar, registrations for all courses will be closed two weeks after the end of Semester 1 of each school year to ensure that students have enough time to complete the course material prior to the administration of the final assessment component of their course(s) in June. Students wishing to enroll in courses, but who have not completed the registration process by the registration cut-off date, will be placed in classes for the following September.

    How are online courses taught?

When students register for an online course within the Avon Maitland Distance Education Centre, they will be provided with login information such as a UserID and password. Students will also receive an Internet address (URL) to the course. When students login for the first time, they will be given access to a course on First Class. In this course, students will be provided with a tutorial, which teaches them how to download and operate First Class, the AMDEC communications software. As well, a Student Handbook is included, which provides important information about everything from diploma requirements to online communication etiquette! Once students have finished the tutorials, they will be required to write a short quiz and when they have successfully passed this quiz, the course will be made available to them.

Once a student "arrives" in the course, be sure to look at the course outline, which will outline the course content and describe how the course will be delivered and what is required of the student. Although all of the Avon Maitland Distance Education Centre's online courses look the same, the teacher is ultimately in charge of how the course will run.

    What about final examinations?

In cases where an examination is part of the final assessment for a course, the final examination shall be written in the presence of a proctor. Students will be required to make arrangements for the proctor, based on AMDEC Guidelines, which will be provided to the student.

Why offer courses over a network?

Courses delivered in this fashion allow students more flexibility in terms of the courses they are able to take. Students must, however, be motivated and focused. If a student is motivated and focused, online learning can be rewarding, convenient, and even fun!

    Who teaches online courses?

Certified teachers who are employed by the Avon Maitland District School Board deliver online course material for AMDEC. The teachers are assigned to both online and regular day school classes. Each teacher receives ongoing training and support so that they are comfortable with the online approach to both teaching and learning.

What about textbooks and other resources?

Where published material is available, courses offered by the Avon Maitland District Education Centre are supported by Nelson Thomson Learning resources. Textbook resources are available in electronic format (PDF read only) which support the instruction given in the e-classroom for all courses except English.

Are online courses harder or easier than regular classroom courses?

This very much depends on the student and the course he/she is taking. The curriculum expectations for online courses are identical to the curriculum expectations for courses delivered in a regular classroom setting. Studies have shown that both students and teachers tend to spend more time working on courses delivered online when compared to the same course delivered in the traditional classroom setting. If a student is not, at this time, comfortable with computers, some of the time will be spent figuring out how to carry out different applications on the computer. As a general rule, however, students should plan on devoting at least as many hours to online courses as they would to regular classroom courses.

    Will "attendance" be monitored?

Students do need to check-in as required by the teacher and this is monitored. As well, students need to contribute to classroom conferences and communicate with the instructor on a regular basis. The teacher will be online at specific times of the day (or evening) for scheduled "chats" which may involve guided tutorials, discussions, or perhaps just involve "office hours," where students may bring any questions about course material forward for clarification and/or direction.

Will I benefit from online courses?

In most cases, this form of course delivery works well. Obvious prerequisites include motivation, computer familiarity, and the ability to work independently and meet deadlines. Remember, though, that although there is daily contact with others in the class, there may not be any face-to-face meetings. For students with some learning styles, taking online courses may not be an appropriate choice.

    What about privacy and security?

Students are only able to enter a course with a UserID and password, which is assigned at registration and private to the user. No personal information is accessible to anyone else. Privacy is governed in exactly the same way as it is in the regular day school program. Privacy Policy

    What equipment is required?

Students need to have a stable connection to the Internet through an Internet Service Provider (ISP). Arranging and maintaining an Internet connection is the student's responsibility. For further information on hardware requirements see the hardware requirements page. Some courses will require specialized hardware and software and these requirements are listed with the courses in the Course Offerings section of the AMDEC website.

Are there any fees?

Upon completion of Form 13DIS DND will pay all course fees on behalf of the member. As the member is responsible for fees paid, withdrawals must be substantiated.

Where do I learn more?

  • Students can contact the Avon Maitland Distance Education Centre to request more information about online course opportunities and one of the staff members will respond to questions, via email or contact the principal at: principal@amdec.ca

  1. Technical Requirements:

Internet Access and Computer Hardware Issues:

To take an online course, you must have access to a reliable computer with Internet Explorer 5.5 or better. An Internet Service Provider (ISP) will be necessary to access the Internet. Please realize that if you use a “dial-up service” that your access time will be slow. A cable modem, Broadband, or DSL are the best ways to access the Internet for AMDEC courses.

It is recommended that your computer meet the minimum guidelines listed below the Hardware heading. Students should check specific course descriptions for any required equipment, i.e. scanners (Art courses), ability to record aujdio (French courses), and so on.

Hardware:

Pentium 133 with 32Mb Ram
Monitor/video card capable of 1024x768
56.6 kb/s modem
100Mb available space on hard drive
CD or DVD drive
Sound card
16 bit video card with 1Mb memory

Software:

Windows (98, 2000, or XP) – we do not recommend ME
Internet Explorer (Version 5.5 or better)
FirstClass Client (free download upon acceptance in course)
WordPerfect or Microsoft Word are the accepted word processors
QuattroPro or Microsoft Excel are the accepted spreadsheet programs
Adobe Acrobat Reader
Students are required to check specific course listings for additional software, hardware or materials that may be required.

Summary:

Keep in mind that we do not recommend you take an Internet course to learn how to use a computer. You MUST be able to use a computer efficiently to be able to be successful in an Internet course. Teachers assume you have the basic skills and knowledge we have outlined above.
