PART VII - EDUCATION ALLOWANCES - POST SECONDARY EDUCATION IN CANADA

630.00 Post Secondary Dependent student for purpose of family reunion travel, shelter allowance up to the school year of the 23rd birthday and up to two family reunion travel up to the school year of the 21st birthday, or one family reunion travel up to the school year of the 23rd birthday may apply to a student who normally resided with the member in Canada prior to posting outside Canada, and

  • (i) who is an unmarried child of the member or member's spouse; and,

  • (ii) is in full time attendance in a post-secondary educational institution.

630.01 Post-secondary education in Canada is not mandatory and can be obtained from (a) community colleges (non-degree granting) or (b) universities (degree granting). An Education Allowance may only be provided for post secondary education in Canada while the member is on foreign assignment. When a member receives an Education Allowance on behalf of eligible dependents, all education expenses will be the responsibility of the member, including, but not limited to:

  • (i) Shelter costs that might not have occurred had the member remained in Canada.
FORM 17 POST SECONDARY SHELTER - APPLICABLE TO CANADIAN EDUCATION UP TO SY OF THE 23rd BIRTHDAY

APPROVAL By the Outside Canada Support Unit Approving Authority, within age parameters.
PARAMETERS
  • Allowance available up to the school year of 23rd birthday.
  • School year being 1 September to 31 August.
  • Member must submit documentation showing dependent student’s full-time attendance at a Canadian Post Secondary Institution.
INTENT To cover shelter only costs.

Treasury Board sets annual allowance and age parameters.

  • (ii) Education travel on behalf of the student and shipment of personal effects from the Post to school on enrolment. Education travel on behalf of the student and shipment of personal effects from, school to the Post on cessation of schooling, up to the last day of the school year in which the 21st birthday occurs, when the student is returning to the Post to take up residence with the member or relocate back to Canada with the member.
FORM 18 EDUCATION TRAVEL – POST SECONDARY STUDENT UP TO SY OF 21st  BIRTHDAY

PARAMETERS
  • One way travel available upon initial enrolment at a Canadian Post Secondary school and/or upon completion of schooling due to transfer and/or graduation up to the last day of the school year in which the 21st birthday occurs.
  • School year being 01 September to 31 August.
INTENT One way travel. Itinerary showing cost required with request.

FORM 18S SHIPMENT OF PERSONAL EFFECTS UP TO SCHOOL YEAR OF 21st BIRTHDAY OR STORAGE BETWEEN CONSECUTIVE SCHOOL YEARS – POST SECONDARY STUDENT UP TO SY OF 23rd BIRTHDAY

PARAMETERS
  • The intent of the benefit is for a student to ship via the most economical means 100Kg.
  • Personal effects include:
    -  personal clothing, computer, textbooks, radio,
       CD player, leisure items and bicycle.
  • In the event parents are not available or the family vehicle would not accommodate transfer of items from home to shipping destination point, then a cartage/handling expense may apply.
  • Neither the intent nor the policy is for a moving company to ship personal effects.
  • Shipment does not including packing.
  • Estimate of cost must be provided when applying for this allowance.
  • This benefit only applies when Education Travel allowance has been provided in conjunction with shipment of personal effects.
INTENT Available to Post secondary students on enrolment at Post secondary school away from Post.

  • (iii) Family reunion travel is based on the school year 1 September to 31 August as follows (also refer to Part VIII of this handbook for FRT parameters):
    • (a) up to the school year of the 21st birthday, 2 return trips from school to Post per school year while a full-time student.
    • (b) up to the school year of the 23rd birthday, 1 return trip from school to Post per school year while a full-time student.
  • (iv) Members are responsible for all travel arrangements, and within 30 days after completion of travel, to provide proof to substantiate that the Family Reunion Travel allowance was used for the purpose intended.

630.02 Post Secondary Education allowances at Part XIII – Education And Related Care Of Dependent Children Guide – Post Ceiling and Education/Travel Allowances Guidelines on behalf of a dependent student attending an approved post-secondary school in Canada have been established and may be authorized by the Outside Canada Support Unit Approving Authority.
